As the PHMSA Administrator, responsibilities include:

  • Advising the Secretary of the Department of Transportation on all matters pertaining to PHMSA
  • Directing PHMSA's national program to protect against the risks to life and property inherent in the transportation of hazardous materials in commerce and of liquid, natural gas, petroleum, and other hazardous energy products by pipeline
  • Establishing and leading PHMSA's policies, objectives, and priorities and directing the development of action plans to accomplish PHMSA missions
  • Approving and directing the development of PHMSA's broad legislative, budgetary, fiscal consumer, public affairs, and civil rights programs and plans
  • Overseeing a budget to support PHMSA's ability to reduce hazardous materials and pipeline related incidents, deaths, injuries, and property damages.
