GSA’s Centralized Household Goods Traffic Management Program (CHAMP) assists relocating federal government employees in transporting household goods from one official duty station to another, both domestically and internationally.

Benefits of the CHAMP program:

An online system, Transportation Management Services Solution (TMSS), that allows users to manage the entire transportation process easily and efficiently;
Savings off commercial rates;
Strict Transportation Service Provider (TSP) approval process;
Over 250 participating TSPs;
Access to TSP Customer Satisfaction Index; and
Users can submit a TSP evaluation upon completion of move.

GSA invites TSPs to submit rates in response to Request for Offers (RFO) during the open filing window to provide transportation services for the movement of household goods. Basic program guidelines and TSP performance requirements are published in the GSA Household Goods Tender of Service (HTOS).
