Public education on emergencies falls under Subpart L
(Operations) of 49 CFR 192. Per the Code, “This subpart prescribes minimum
requirements for the operation of pipeline facilities.”
Discussion of Criticality
Customers must be educated to recognize where a hydrogen pipeline
exists and to recognize emergency conditions.
Discussion of Progress
ASME B31.12 will not address public education. ASME has proposed
a cooperative effort between DOE and ASME to plan and implement a public
education process.
Recommendations
Policies on public education on emergencies related to hydrogen pipelines
must be established and incorporated by reference into the federal code.
Notification requirements in 49 CFR 192 will need to be followed.
