through a competitive, merit-based process to the extent possible.
• Retrospective quality review is provided through the TRB and
stakeholder outreach.
Performance

GWU found that the UTCs are achieving the three
core objectives of the program as directed by Congress.
• The RD&T budget aligns program activities with specific
performance goals.
• The budget identifies sources of data for measuring success
or failure in achieving the goals.
• All goals support broad DOT objectives.
• Performance is retrospectively documented in DOT's Performance and Accountability Report.
