Investment Criterion Program Evidence
Relevance •   All activities support Departmental objectives for safety and organizational excellence.
•   The TRB Committee for Review of the National Transportation Science and Technology Strategy oversees and reports on strategic planning activities.
•   A review of the UTC program by George Washington University (GWU) found that all stakeholders surveyed had "extremely favorable" or "somewhat favorable" impressions of the program.
Quality •   RITA awards research contracts and grants through a competitive, merit-based process to the extent possible.
•   Retrospective quality review is provided through the TRB and stakeholder outreach.
Performance •   GWU found that the UTCs are achieving the three core objectives of the program as directed by Congress.
•   The RD&T budget aligns program activities with specific performance goals.
•   The budget identifies sources of data for measuring success or failure in achieving the goals.
•   All goals support broad DOT objectives.
•   Performance is retrospectively documented in DOT's Performance and Accountability Report.

*This FY 2005 review addressed the activities of the former RSPA's Office of Innovation, Research, and Education, which are now carried out by the Office of RD&T in RITA.
