David Scali was selected in 1996 to serve as the Chief of the Acquisition Management Division. David joined the Volpe Center since 1986. For most of his 33-year federal career he has worked in the acquisition field. David started his career at the Civil Service Commission as a student aid and then became a purchasing agent. In 1979 he moved to the General Services Administration where he became a Contract Specialist. He also served as the Contract Specialist for the construction of the O'Neil Federal Office Building. He has developed and implemented Electronic Commerce initiatives at Volpe and is recognized as a Departmental leader in this area. In 1999 he was honored by Government Computer News for his commitment to the application of information technology for management improvement in government. He has a Department of Transportation Acquisition Career Development Level III certification and holds a Contracting Officer's warrant with an unlimited value. He received his Bachelors degree in Economics from the University of Massachusetts in 1979.
