Provides a rent subsidy program to assist with rent and utility programs for eligible persons (with HIV/AIDS) who wish to remain in their own homes until more permanent housing is secured. Also administers an Emergency Assistance Fund that provides a one-time only emergency payment to landlords for rent payments, deposits, utilities, etc.
