Former ambassador of Iraq to Qatar from 2004-2006, Ambassador Al-Rikabi serves as the principal political advisor to the prime minister of Iraq and has the inside perspective on Iraq's efforts to reconcile differences with its various political entities. He will present his views on the progress Iraq's government has made as a result of the American military surge.
