New Hire All employees of the Federal Railroad Administration (FRA) have a critical role in supporting the mission of the FRA – to promote safe, environmentally sound, successful railroad transportation to meet the needs of all customers today and tomorrow.

Through the new employee orientation process, training and other programs, you will meet new coworkers, supervisors and managers who will be able to assist you in understanding how the work you perform assists in accomplishing FRA’s mission. FRA provides a comprehensive orientation program at our Headquarters facility in Washington, DC, approximately 6 months after you start work. The program is designed to familiarize you with the relationship between FRA offices, DOT and our external customers.

On this webpage you will find general information and various forms to complete prior to reporting on duty.

As part of the hiring process -- whether you are a new employee, a transfer from another agency, or returning to the Federal sector -- you must fill out several Entrance on Duty (EOD) forms to ensure that your name and personal information are properly entered into our payroll and personnel systems. These forms cover your election of insurance benefits, direct deposit of your paycheck in your bank account, tax withholdings, and more.

Individuals who will be occupying a position subject to drug testing must submit to a urinalysis for illegal drug use prior to a final offer of employment unless presently employed in a U.S. Department of Transportation position which requires drug testing. Individuals with confirmed positive drug test results will be refused employment. Individuals in positions subject to drug testing are subject to random drug testing.

In addition, individuals who occupy positions that require a basic background investigation for Federal employment or a security clearance will be required to fill out the pre-employment information before getting their official job offer letter. You will be advised by the Office of Human Resources when the job offer is made as to whether or not you will be required to fill out the pre-employment security paperwork.

All of the necessary EOD forms are available below, along with links to more information about the benefits available to you. Please refer to the checklist you received with your Offer Letter for the specific forms that you need to complete. We hope that making these forms available electronically will make your job transition to the FRA an easy one.

If you have any questions, please contact the Human Resources (HR) Specialist who provided you with your job offer, or make note of your questions and, upon reporting for duty, ask the person who processes your paperwork at your new official duty station.
