Purpose: Participate as the Panel member nominated by the U.S. at the ICAO Panel meeting. The DGP develops amendments to the ICAO Technical Instructions and considers specific proposals relative to the safe transport of hazardous materials by air. The U.S. Hazardous Materials Regulations (HMR) authorize the transport of hazardous materials by air in accordance with the ICAO Technical Instructions subject to certain conditions and limitations.
