NEPA/Environmental Streamlining Outreach Support

The Volpe Center provides program support in the areas of communication and outreach for the FHWA Office of NEPA Facilitation. The objective of this work is to help stakeholders understand the objectives of the federal program and to provide them with the information they need to meet program objectives. Support includes writing and analysis, producing products for external communication, and establishing a mechanism for disseminating information on best practices to relevant stakeholders. The Volpe Center produces targeted materials for NEPA partners including brochures, annual reports, and newsletters that communicate information about the Office of NEPA facilitation and/or progress in meeting TEA-21 requirements for NEPA and/or environmental streamlining.

Current tasks include development of a brochure for the Office of NEPA Facilitation that describes who they are, what they do, and how to contact them. This high-level brochure will be used to communicate to various external stakeholder groups the mission and structure of the Office of NEPA Facilitation.

A second task is the development of an annual report to Congress for the Interagency Group on Environmental Streamlining. Volpe Center staff will work with members of the Streamlining Group to report on progress in calendar year 2000 towards achieving the goals outlined in the Environmental Streamlining Action Plan. Seven Federal agencies have agreed to specific actions with the intent of shortening the environmental review for surface transportation projects.

A third task is a two-year effort to capture and disseminate best practices information in environmental streamlining from around the country. Many areas are already working to develop cooperative agreements with their partners. FHWA is interested in making that information known through it's website and a monthly newsletter highlighting advances in coordination at the local and regional levels.

Finally, the Volpe Center is also supporting the Deployment of Field Initiatives. This task involves supporting federal, regional, and local environmental professionals in implementing environmental streamlining concepts. Tasks include support in the organization and conduct of regional meetings, preparation of meeting proceedings, assisting agencies with the development of staffing plans, resource allocation plans, and identification of organizational roles and responsibilities.
