Partner With Harris County Sheriff's Office to Arrest
JPSO/Crimestoppers Most Wanted Fugitive in Houston, TX
 
On July 14, 2008, at 6:00 p.m., fugitive Lloyd Munson was apprehended by the Harris County Sheriffs Office, the U.S. Marshals Gulf Coast Violent Offender Task Force (GCVOTF) and the Houston Police Department, at an apartment complex in Houston, Texas. Munson fled the New Orleans Metro area after his alleged involvement in the aggravated kidnapping and murder of Terrence Pinkley. Jefferson Parish Sheriff’s investigators allege that on March 01, 2008, Munson kidnapped Terrence Pinkley and attempted to negotiate with an associate of Pinkley, for the exchange of drugs and money to secure his freedom. When Pinkley’s associate contacted the authorities and informed them of the plot, Munson allegedly shot and killed Pinkley.

The U.S. Marshals Crescent Star Fugitive Task Force (CSFTF) initiated a fugitive investigation to locate Munson on May 20, 2008. The local Marshals group worked closely with the Crimestoppers organization and developed information indicating Munson was possibly in Houston, TX. The information was immediately referred to the U.S. Marshals (GCVOTF) in Houston, TX. (GCVOTF) Investigators continued to build on this information and discovered that Munson was possibly living at an apartment complex in the 10900 block of Briar Forest Road, Houston, TX. This information, along with photographs of the wanted subject, was disseminated to local Harris County Deputy Sheriffs, who routinely patrolled the area. At approximately 6:00pm, on July 14, 2008, local deputies observed Munson as he attempted to enter the apartment complex and captured him without incident.

The U.S. Marshals Service EDLA sponsored CSFTF established itself in 1999 and is currently receiving extra support from the U.S. Attorney General and U.S. Department of Justice to fight post Hurricane Katrina violent crime and locate sexual predators in the New Orleans metro area. Current CSFTF members include the New Orleans Police Department, the Orleans Parish Criminal Sheriff’s Office, St. Charles Parish Sheriff’s Office, the Jefferson Parish Sheriff’s Office, Louisiana Probation and Parole, and the U.S. Border Patrol. Other New Orleans metro area law enforcement agencies participating on a case by case basis include: Bogalusa Police Department, St. Bernard Parish Sheriff’s Office, U.S. Immigration and Customs Enforcement (ICE), U.S. Coast Guard Investigative Services, and Social Security OIG .
