Katie Kelly has served since January 2007 as Chief Counsel of the Volpe Center. Before becoming Chief Counsel, Mrs. Kelly served as Senior Attorney for RITA/Volpe Center from 1983-2007. Before entering federal service, she practiced personal injury law in the private sector, specializing in airplane and motor vehicle accident claims. Mrs. Kelly holds a J.D. from Northeastern University Law School, Boston, where she held an American Association of University Women Fellowship for Advanced Training in the Professions, a nationally competitive award. She had previously done graduate work in Medieval Studies at Cornell University as a Herbert Lehman Fellow and holds a BA in history from Trinity College (now Trinity University,) Washington, D.C. Immediately after law school, Mrs. Kelly served as law clerk to the Justices of the Massachusetts Superior Court, a state trial court. Before law school, she directed a neighborhood histories project for the City of Boston. She is admitted to practice before the Commonwealth of Massachusetts, Federal Appeals Court (1st Cir.) and Federal District Court (D.Mass.)
