**There was not a large increase in the number of field offices
starting in 1996, as the figures seem to suggest. In 1996 SSA changed
the definition of a "field office." Previously, Resident
Stations were not counted as field offices. Beginning in 1996 they
are included in the field office figure. There are 44 resident stations in the 2004 figure.
