Robert Nathan Boorda
Chief of Party, Iraq Program
Center for Post-Conflict Peace and Stability Operations

Robert Boorda serves as the current chief of party for USIP’s mission in Baghdad, where he manages a staff of Iraqi program specialists responsible for implementation and oversight of the Institute’s projects and grant programs in the country. Before coming to USIP in May 2008, Boorda served as private consultant in the Washington, D.C. area providing business development and management services to technology companies desiring to conduct business with the Department of Defense.

Boorda is a graduate of the University of Oklahoma, with a B.S. in political science. He was commissioned an ensign in the United States Navy following graduation through the NROTC Program and served as a surface warfare officer until he attended the University of South Carolina School of Law under the Funded Law Education Program. Boorda served as an attorney in the Judge Advocate General Corps (JAG) until his 1998 retirement. Following this, Boorda maintained a private law practice in South Carolina until joining USIP.

Boorda's active duty assignments have included Middle East Forces, Joint Task Force Middle East and Naval Forces Europe. During the past two years, Boorda has supported numerous operations and exercises involving multinational forces in Asia.
