The Freight Rail Security Grant Program (FRSGP) is a component of the Transit Security Grant Program (TSGP), which is one of five grant programs that constitute the Department of Homeland Security (DHS) fiscal year (FY) 2009 focus on infrastructure protection activities. The FRSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation's critical infrastructure against risks associated with potential terrorist attacks.

DHS works collaboratively with our security partners to implement grant programs that reduce risks to our nation’s transportation systems. Here’s how.

The FRSGP was created as a result of Public Law (PL) 110-53, "Implementing Recommendations of the 9/11 Commission Act of 2007". In FY 2009, the FRSGP will provide $15,000,000 to fund security training for railroad frontline employees, the completion of vulnerability assessments, the development of security plans, and Global Positioning System (GPS) tracking on railroad cars within the Freight Rail industry.

IN FY 2009, DHS fund certain types of projects, depending upon the identity of the applicant: (1) Class I Railroad carriers may request funds to support security awareness and emergency response training for frontline employees provided that they have completed an acceptable vulnerability assessment and security plan; (2) Class II and Class III carriers Railroad carriers may request funds to conduct a vulnerability assessment and develop a security plan. The carriers may also request funds to support security awareness and emergency response training for frontline employees provided that they have completed an acceptable vulnerability assessment and security plan; (3) Railroad car owners may request funds to acquire and install satellite Global Positioning System (GPS) tracking on railroad cars that transport TIH.
