TSA Security Programs

The Transportation Security Administration conducts security threat assessments on a variety of populations within the transportation sector. A list of these programs and their descriptions are provided.

Alien Flight Student Program (AFSP): The Alien Flight Student Program ensures that non-U.S. citizens seeking flight training at schools regulated by the Federal Aviation Administration (FAA) do not pose a threat to aviation or national security. Persons seeking flight training must submit a request if they are not citizens or nationals to the U.S. and they wish to receive flight training in the U.S. or its territories and if they wish to receive flight training from an FAA-certificated facility, provider, or instructor that could lead to an FAA rating whether in the U.S. or abroad.

Aviation Workers Program (AW): The Aviation Workers Program covers those individuals who apply for or are issued personnel identification media by an airport operator. This may include persons seeking airport security credentials authorizing unescorted access to air operations areas (AOA), sterile areas, secured areas, and Security Identification Display Areas (SIDA). The program may also cover individuals seeking airport credentials to work or provide services in the public areas of the airport.

Certified Cargo Screening Program (CCSP): The Certified Cargo Screening Program (CCSP) is a voluntary program designed to enable vetted, validated, and certified supply chain facilities to screen cargo. The CCSP is a facility based program for supply chain entities located domestically within the United States. Any facility that tenders cargo directly to an air carrier or indirect air carrier (IAC) may apply to become a CCSF.

This includes:

General Aviation Programs (GA): The General Aviation Program is comprised of the following security programs:

Twelve-Five Standard Security Program (TFSSP): Pilots and flight crew members who fly aircraft with a maximum certificated takeoff weight of 12, 500 pounds or more.

Private Charter Standard Security Program (PCSSP): Private charter operators using aircraft with a maximum takeoff weight of 45,500 kg (100,309 pounds) or more requiring their passengers and carry-on baggage to be screened prior to boarding.

Maryland Three Program (MD3): Individuals who apply for privileges to fly in and out of the three smaller Maryland Airports in the proximity of Washington, D.C. flight restricted zones (Potomac Airport, Hyde Airport, and College Park Airport).

DCA Access Standard Security Program (DASSP): Under TSA's security plan, 48 flights in and out of DCA will be allowed each day. All aircraft will be required to meet the security measures set forth in this program.

Hazardous Materials Endorsement Threat Assessment Program (HTAP): The TSA Hazardous Materials Endorsement Threat Assessment Program conducts a security threat assessment for any driver seeking to obtain, renew, or transfer a hazardous materials endorsement (HME) on a state-issued commercial drivers license (CDL).

Indirect Air Carrier Program (IAC): Any person or entity within the United States not in possession of a Federal Aviation Administration (FAA) air carrier operating certificate, which undertakes to engage indirectly in air transportation of property and uses for all or any part of such transportation the services of a passenger air carrier.

Transportation Worker Identification Credential Program(TWIC): TWIC is a vital security measure that will ensure individuals who pose a threat do not gain unescorted access to secure areas of the nation's maritime transportation system. All personnel requiring unescorted access to secure areas of MTSA-regulated facilities and vessels, and all mariners holding Coast Guard-issued credentials will be required to obtain a TWIC.

Office Of Civil Rights

Transportation Security Administration (TSA) employees, former employees, and applicants for employment who feel that they have been subjected to discriminatory employment practices, unlawful harassment, or retaliation may contact the Office of Civil Rights to initiate the equal employment opportunity complaint process and to seek resolution of their complaints. Failure to make a timely complaint may result in a loss of rights.

Members of the traveling public who believe that they have been unlawfully discriminated against by a TSA employee may contact the External Compliance Division in the Office of Civil Rights to have their concerns addressed, by sending an E-mail to TSA.OCR -ExternalCompliance@dhs.gov or by calling the Office of Civil Rights.
