International Network to Promote the Rule of Law

The International Network to Promote the Rule of Law (INPROL) is a consortium of practitioners joined together to promote the rule of law in societies transitioning from war to peace. As an internet-based network, INPROL allows those serving in the field to exchange information with other experienced practitioners, as well as to access relevant documents, best practices, and related materials. The network fosters a holistic and integrated approach by incorporating all the involved professional communities, including, but not limited to, judges, prosecutors, defense attorneys, senior police officials, stability police commanders, corrections officials, legal advisors, monitors, and judicial administrators. There are over 800 hundred active members, in more than 70 countries, representing over 300 organizations.

Membership

INPROL's members are experienced international rule of law practitioners. The network is open to those currently serving in the field in a rule of law related capacity, those who have previously served in the field, scholars, and others with specialized expertise relevant to this community. Applicants for membership must be nominated by an INPROL member. Applicants may apply online at www.inprol.org/user/register.

Facilitated Discussion Forums

The INPROL website currently provides discussion forums for three communities of practice: general rule of law, senior police commanders, and stability police commanders. Members serving on field missions, or in secretariats and headquarters of organizations deploying them, may send mission-related queries to expert facilitators who serve each of these communities. Upon receipt of a question, the responsible facilitator will mobilize the network and compile a consolidated response, incorporating member feedback, as well as the results of relevant research. Members may also exchange information and share important developments in the field through INPROL's discussion forums. Discussions are archived, searchable, and consolidated into a usable body of knowledge on the INPROL website.

Digital Library

INPROL's digital library contains more than 1,000 primary documents relating to the rule of law, including laws, assessments, operating plans, handbooks, training materials, and annotated links to other available resources. Searches of the digital library are supported through an extensive taxonomy and a thesaurus-enhanced search engine, ensuring targeted and efficient search results. Country-specific pages are currently being created to support individuals and communities of practice working in these locations. INPROL also contains a job board where members can post and search rule of law job announcements.

INPROL Iraq: In Iraq, INPROL is enhancing information exchange among the rule of law community, focusing on empowering rule of law practitioners in Provincial Reconstruction Teams with documents and contacts about specific reform challenges. Currently over 135 INPROL members have Iraq experience.

INPROL Afghanistan: In Afghanistan, INPROL focuses on enhancing information exchange among the rule of law community, linking implementers and donors working on rule of law in the field across different institutions with those who have previously worked on rule of law projects in Afghanistan over the past 5 years. Currently nearly 100 INPROL members have Afghanistan experience.

A Multinational Network

INPROL is supported by a diverse network of facilitating and cooperating institutions, including the Pearson Peacekeeping Centre, the Center of Excellence for Stability Police Units, the Public International Law and Policy Group, the International Bar Association, and the United Nations Office on Drugs and Crime among others. Its advising council represents eminent rule of law practitioners that have served in various UN field missions, international organizations or are recognized leaders of rule of law efforts around the world.
