The Conforming Loan Limit (CLL) and the government-sponsored enterprises bound by the CLL experienced significant changes in 2008 as a result of the mortgage market turmoil
and the resultant legislation passed by Congress and signed by President George W. Bush. This policy brief outlines the changes to the CLL and the debate that surrounded those changes.
