The Universities and Grants Programs (U&GP) provide management, leadership, and direction for transportation education, research, and workforce development through university-based programs. U&GP administers the Dwight David Eisenhower Transportation Fellowship Program (DDETFP) to attract qualified students to the field of transportation education and research, and advance transportation workforce development. U&GP also administers the Garrett A. Morgan Technology and Transportation Education Program (GAMTTEP) to improve students', particularly women and minorities, skills in science, technology, engineering, and mathematics through transportation-related activities.

DDETFP Update

The 2009 Graduate Fellowship cycle is now available. The 2009 cycle opened October 2008. The 2006-2007 GAMTTEP application cycle is now closed. Please continue to check the website for information regarding the 2008-2009 application cycle.

Transportation and Education Research Community of Practice (CoP)

The Transportation Education and Research CoP is located on FHWA's Highway Community Exchange. CoP is a Web-based tool that creates a virtual environment for open knowledge exchange and a platform for collective thinking, continuous learning, and education. The purpose of the CoP is to promote an open exchange of ideas, knowledge, experiences, and practices among transportation education professionals and peers.

Transportation Education Pipeline (TEP)


Universities and Grants Programs (U&GP) provides management, leadership and direction for transportation education and research through university-based programs. The transportation education pipeline programs expose students to academic experiences and career opportunities in the transportation industry.

Dwight David Eisenhower Transportation Fellowship Program (DDETFP)
The mission of the DDETFP is to attract qualified students to the field of transportation education and research, and advance transportation workforce development. University Transportation Centers Program (UTCP)
UTCP is a program that advances U.S. transportation-related technology and expertise through the mechanisms of education, research, and technology transfer at university-based centers of excellence. Contact Mr. Henry Murdaugh, (703) 235-0536.

National Summer Transportation Institute for Secondary School Students (NSTI)
The NSTI is a 4-6 week awareness program at college campuses to motivate and to introduce secondary students to professions in the field of transportation. Contact Mr. Vishal Gaglani, (202) 366-0693.

Summer Transportation Intern Program for Diverse Groups (STIPDG)
STIPDG is a 10-week college-level summer program for undergraduate, graduate, and law students that involves research as well as hands-on career experiences at the USDOT. Contact Ms. Serena Matthews, (202) 366-1201.

Construction Career Days Program (CCDP): The CCDP markets the construction industry and careers to high school students through exhibitions and "hands-on" activities. A National CCDP Center provides technical assistance and supports efforts to attract students to the transportation construction industry. Garrett A. Morgan Technology & Transportation Education Program (GAMTTEP)


The Garrett A. Morgan Technology and Transportation Education Program (GAMTTEP) provides grants to state and local educational agencies, which may enter into a partnership agreement with institutions of higher education, businesses, or other entities, to carryout program activities.

Program objectives include:

  • To build a bridge between America's youth and the transportation community;
  • To improve elementary and secondary (K-12) level students' skills in science, technology, engineering, and mathematics (STEM) through such means as curriculum development, internships, mentoring programs, and other transportation-related activities;
  • To facilitate partnerships among government, academia, and the private sector;
  • To increase understanding of the transportation industry and careers, and advance transportation workforce development.

2007 GAMTTEP Awardees

In September 2007, the Federal Highway Administration awarded grants to seven State and local educational agencies as part of the Garrett A. Morgan Technology and Transportation Education Program (GAMTTEP). Each grantee received $100,000 to conduct GAMTTEP projects.

Technology Transportation and Education Program

At the elementary and middle school levels (K-8), the project will focus on pairing teachers with women and minorities who have careers in the transportation field. They will jointly focus on real-world transportation problems which will in turn be incorporated into the teachers' lesson planning and academic curriculum. At the high school level (9-12) the project will focus on STEM curriculum as it applies to successful completion of each year of high school and student career planning.

Building Engineering Achievement in Transportation (BEAT)

This project will develop, implement and disseminate transportation-related curriculum activities, provide summer enrichment programs for middle and high school students, and provide high level research and internship opportunities for teachers and students from schools in Fulton County that are overwhelmingly African-American.

Kenosha Unified School District

Kenosha, WI

Science of Automotive Technology

The project focuses on improving middle and high school students' skills in STEM by developing curriculum that prepares students for postsecondary level coursework in automotive and diesel technology and alternative fuels and expose middle and high school students to the career choices within the transportation industry.

Millville Board of Education

South Jersey Garrett Morgan Program

The goal of this project is to build capacity in Southern NJ to plan, implement, sustain, and evaluate transportation activities in order to facilitate interest in the field of transportation. Methods will include workshops, mentoring, skills assessments, research, scholars programs, and other innovative techniques.

The project will build upon an existing pilot project to provide professional development for STEM middle and high school teachers and instructional opportunities for students that focus on real life applications.

Engineering Pipeline K-16: Developing a Model for Preparing Our Future Transportation Professionals

This project's focus is to develop a comprehensive pre-engineering program with both academic and career awareness components within a public school district that is connected directly with industry as well as higher education, with an emphasis on the transportation field.

Fellowships and Internships

U&GP is directly responsible for the administration of the Dwight David Eisenhower Transportation Fellowship Program (DDETFP). DDETFP awards fellowships to students pursuing degrees in transportation-related disciplines. This program advances the transportation workforce by attracting the brightest minds to the field through education, research, and workforce development. The DDETFP encompasses all modes of transportation.

DDETFP was established by the Intermodal Surface Transportation Efficiency Act (ISTEA) in 1991, reauthorized in 1998 by the Transportation Equity Act for the 21st Century (TEA-21), and reauthorized in 2005 by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU)

Eisenhower Freight and Transportation Logistics Scholarship sponsors individuals pursuing transportation logistics courses or seminars at an accredited U.S. Institution of Higher Education.

Eisenhower Graduate (GRAD) Fellowships enable students to pursue master's degrees or doctorates in transportation-related fields at the university of their choice.

Eisenhower Grants for Research Fellowships (GRF) acquaints undergraduate and graduate students with transportation research, development, and technology transfer activities at U.S. Department of Transportation facilities.

Eisenhower Historically Black Colleges and Universities (HBCU) Fellowships provide HBCU students with additional opportunities to pursue transportation-related education preparing them to enter careers in transportation. HBCU Fellowships also serve as a feeder for other Eisenhower fellowships.

Eisenhower Hispanic Serving Institutions (HSI) Fellowships provide HSI students with additional opportunities to pursue transportation-related education preparing them to enter careers in transportation. HSI Fellowships also serve as a feeder for other Eisenhower fellowships.

Eisenhower Tribal Colleges and Universities (TCU) Fellowships provide TCU students with additional opportunities to pursue transportation-related education preparing them to enter careers in transportation. TCU Fellowships also serve as a feeder for other Eisenhower fellowships.

Eisenhower People with Disabilities (PWD) Fellowships provide additional opportunities for people with disabilities to pursue education that prepares them to enter careers in transportation. The PWD Fellowships also serves as a feeder program for other Eisenhower fellowships.

Eisenhower Intern Fellowship (EIF) provides students with opportunities to perform a wide range of significant transportation-related activities at public and private-sector transportation organizations.

DDETFP Frequently Asked Questions (FAQs)

1) Q: How many fellowships are awarded each year?
A: Approximately 150 to 200 Eisenhower Transportation Fellowships are awarded each year. To date, approximately 2,000 Eisenhower Transportation Fellowships have been awarded.

2) Q: How is the Eisenhower Transportation Fellowship funded?
A: U&GP administers the intermodal Dwight David Eisenhower Transportation Fellowship Program on behalf of the Secretary of Transportation. A grant agreement is developed by U&GP (on behalf of USDOT) to fund the recipient's education at the university in a transportation-related discipline. All Federal funds are awarded competitively and none are awarded directly to the recipient.

3) Q: Do I have to be a U.S. citizen to apply?
A: No. Non-U.S. citizens must provide a certified copy of their I-20 or I-551 ID as issued by the Immigration and Naturalization Service (INS). See OMB Publication #1115-0093.

4) Q: Since the application is online and it would be more convenient, can it be completed online?
A: No. The application is part of a process that requires original signatures from the applicant, faculty advisors, and others, and supporting documentation such as letters of recommendation, transcripts, etc. Due to the volume of applications and supporting documentation received annually, online applications are not available at this time.

5) Q: Should I submit an original and four copies of the application?
A: Yes, see #6. Per the instructions, a complete set of applications is sent to each member of the selection panel. Failure to submit the required 4 copies will result in your application not being reviewed by the selection panel.

6) Q: Is it required that reference letters be sent in a signed, sealed envelope?
A: If the recommender prefers to mail the reference letters, Four (4) copies plus the original should be placed in a signed and sealed envelope since U&GP is not responsible for making copies.

7) Q: What is the level of funding for an Eisenhower Transportation Fellowship?
A: All recipients may not receive a full award (i.e. tuition, stipend, and travel to the Transportation Research Board (TRB) Annual Meeting). Recipient awards will be based on the ranking given by the National Selection Panel or local selection panels at individual universities. Recipients will receive a minimum of $1,500 for travel to TRB, based on the ranking received.

8) Q: Does my application have to be postmarked by the due date or received by the due date?
A: Your application must be received in the Universities and Grants Programs (U&GP) office by the due date. Knowing that inclement weather plays a factor in the U&GP office receiving your application, please make sure that you send the application in enough time to make the deadline. THERE ARE NO EXCEPTIONS FOR LATE APPLICATIONS!!
