The complete planning process consists of three core elements: assessment, planning, and evaluation. This brief provides guidelines for the preparation of the first planning element: field division/district assessments. ATF B 1030.9 - Realignment of the Office of Training and Professional Development Date of Publication: 5/5/97 Purpose: This brief announces the creation of the Arson and Explosives Training Branch (AETB) in the Career Development Division, Office of Training and Professional Development (TPD). ATF B 1030.10 - Transfer of the ATF Reference Library and Archive from OM to LPI Date of Publication: 6/5/97 Purpose: This brief announces the transfer of responsibilities and functions of the ATF Reference Library and Archive from the Office of Management, Administrative Programs Division, Document Services Branch, to the Office of Liaison and Public Information.
ATF B 1500.10B - Revised Federal Travel Regulations - Subsistence Expenses Date of Publication: 12/31/96 Purpose: This brief announces changes in the reimbursement allowance for subsistence expenses of Federal employees on official travel. ATF B 1500.17 - Revised Federal Travel Regulations Date of Publication: 2/25/97 Purpose: This brief announces changes in the reimbursement allowance for subsistence expenses of Federal employees on official travel. ATF B 1500.18 - Revised Federal Travel Regulations - Temporary Change of Station Date of Publication: 6/24/97 Purpose: This brief announces changes to the Federal Travel Regulations (FTR) regarding Temporary Change of Station (TCS) assignments.
ATF B 1834.1 - Request for Space and/or Services Date of Publication: 2/7/97 Purpose: This brief announces the forthcoming availability of ATF F 1834.1, Request for Space and/or Services, which replaces ATF F 1830.1 ATF B 1884.1 - Handgun Safety Locks Date of Publication: 6/19/97 Purpose: This brief sets forth policy on handgun safety locks. ATF B 2130.1 - Conduct and Accountability Date of Publication: 7/10/97 Purpose: The purpose of this brief is to explain specific standards of conduct expected of Bureau employees. Employees should be aware that misconduct will result in the imposition of discipline, up to and including removal from Federal service. These standards are not all inclusive. ATF B 2132.1 - Confidential Financial Disclosure Reporting System Date of Publication: 7/22/97 Purpose: This brief revises and formally documents the Bureau of Alcohol, Tobacco and Firearms' (ATF) Confidential Financial Disclosure Reporting System. Confidential financial disclosure reporting serves to prevent and identify conflict of interest violations by providing a systematic review of the financial interest of current employees.
ATF B 2311.1 - Use of Performance Appraisals in Competitive Filling of GS-1811 Positions Date of Publication: 5/02/97 Purpose: This brief announces a deviation from standard requirement that the most current performance appraisal be submitted for consideration for competitive filling of all 1811 positions under both the Law Enforcement Career Development Plan and the Bureau's Merit Promotion Plan. ATF B 2430.1 - Employee of the Year Awards Program Date of Publication: 11/04/96 Purpose: This brief announces the establishment of the Bureau of Alcohol, Tobacco and Firearms' (ATF) Employee of the Year Awards Program. ATF B 2435.2 - Time Off/Cash Incentive Award Date of Publication: 12/20/96 Purpose: This brief implements a pilot program for a combination time off and monetary incentive award. This award may be given as an individual or group award. ATF B 2436.1 - Issuance of Training Certificates Date of Publication: 1/15/97 Purpose: As part of our accountability effort, this brief clarifies Bureau policy regarding issuance of training certificates. This brief announces Bureau policy of the availability and use of training certificates for attendance or successful completion of courses authorized by the Office of Training and Professional Development (TPD). A record of participation is available for use for all other seminars or sessions. ATF B 2750.1 - Professional Review Board (PRB) Date of Publication: 08/01/97 Purpose: This brief announces the establishment of a Professional Review Board (PRB or Board) and assigns responsibilities for determining the appropriate penalties for employee misconduct. ATF B 2922.1 - ATF Early Complaint Resolution Program Date of Publication: 12/03/96 Purpose: This brief establishes the pilot Early Complaint Resolution Program (ECRP). This program is designed to help parties involved in the Equal Employment Opportunity (EEO) complaint process resolve their differences through the use of Alternative Dispute Resolution (ADR) techniques, primarily during the pre-complaint/counseling stage of the process. Participation in the ECRP does not jeopardize an aggrieved party's right to pursue formal EEO procedures if no resolution of the dispute is achieved. ATF B 3000.6 - Soft Body Armor Replacement and Quality Assurance Testing Program Date of Publication: 8/21/97 Purpose: This brief serves to establish a policy of routine inspection and quality assurance testing for Bureau-issued soft body armor. It further assigns responsibility for inspection and quality testing to appropriate personnel. ATF B 3000.7 - Firearms Clearing Devices Date of Publication: 08/21/97 Purpose: This brief establishes the policy regarding the use of an indoor firearms clearing device (FCD). ATF B 3000.11 - Storage of Sensitive Property in Vehicles Date of Publication: 8/21/97 Purpose: This brief establishes the policy on storing
sensitive property in vehicles.
ATF B 3040.2 - Operations Security Program Date of Publication: 5/02/97 Purpose: This brief announces the establishment of a Bureau-wide Operations Security (OPSEC) Program and assigns responsibilities to the Chief, Operations Security. This brief further provides OPSEC guidelines that will enhance mission effectiveness and deny unauthorized persons access to sensitive information. ATF B 3210.14 - Handcuffing Procedures Date of Publication: 3/05/97 Purpose: This brief sets forth procedures for handcuffing persons in the custody and control of the Bureau of Alcohol, Tobacco and Firearms (ATF). This information will be incorporated into ATF O 3210.7B, Investigative Priorities, Procedures, and Techniques, when it is updated. ATF B 3312.1 - Crime Gun Information Request/Referral Form Date of Publication: 7/10/97 Purpose: This brief announces the forthcoming availability of the new ATF F 3312.1, Crime Gun Information Request/Referral Form, dated April 1997. ATF B 3333.1 - Certified Fire Investigator (CFI) Program Date of Publication: 8/14/97 Purpose: This brief incorporates all previous briefs, memorandums, and orders that pertain to the Certified Fire Investigator (CFI) Program. It also incorporates new changes and policies for the CFI program. The provisions of this brief will be incorporated into ATF O 3320.1E, Explosives and Arson Enforcement Programs. ATF B 3500.2 - Multiagency Task Forces Date of Publication: 2/07/97 Purpose: This brief sets forth regulations and requirements concerning Multiagency task forces' and ATF-sponsored task forces composed of Federal, State, and local law enforcement agencies. ATF B 5100.3 - Fiscal Year 1997 Market Basket Sampling Program Date of Publication: 3/25/97 Purpose: This brief presents the areas of emphasis in connection with the Market Basket Sampling Program for FY 1997, and provides the detailed instructions for conducting the program. ATF B 6030.1 - Individual Development Plan (IDP) Date of Publication: 6/16/97 Purpose: This brief announces the establishment of a career development process using individual development plans, assigns responsibilities to supervisors, and provides guidelines for implementing this process. The Individual Development Plan (IDP) is a key element in every employee's development at the Bureau of Alcohol, Tobacco and Firearms. The process for preparing a written IDP is of proven value in identifying developmental experiences that will benefit both the employee and the agency. ATF B 7231.2A - Guidelines of Broadcast E-Mail Date of Publication: 7/01/97 Purpose: The E-Mail System is government property; therefore, employees should only use it for official Government business. The Network Information Center (NIC) frequently receives inappropriate requests from users to distribute information throughout the Bureau or to part of the Bureau via E-mail. This brief clarifies the use of broadcast E-mail. ATF B 7233.1 - Use of Commercial Internet Service Providers Date of Publication: 11/08/96 Purpose: This brief provides interim procedures for using commercial Internet service providers. ATF B 8200.3 - Changes to the Shooting Incident Review Board Date of Publication: 7/24/97 Purpose: This brief announces changes to the composition and functioning of the Bureau's Shooting Incident Review Board. It also covers changes in the notification procedures to be followed after a shooting incident. ATF O 1100.115C - Authority to Approve Testimony and Release Official Information Date of Publication: 12/30/96 Purpose: This order delegates the Director's authority in matters concerning testimony and release of official information and provides procedures for addressing requests or demands from outside entities. ATF O 1130.3 - Authority to Maintain the National Firearms Registration and Transfer Record Date of Publication: 4/07/97 Purpose: This order delegates authority to maintain custody and control of the National Firearms Registration and Transfer Record, and authority to execute certifications relative thereto. ATF O 1150.3 - Delegation of Allotment Authority for Bureau Funds Control and Full Time Equivalent (FTE) Ceilings Date of Publication: 12/30/96 Purpose: This order delegates from the Bureau head to
the Deputy Director, Assistant Director (Management)/Chief Financial
Officer, and the Financial Manager/Deputy Chief Financial Officer authority
with respect to funds control to incur obligations within specified
amounts pursuant to the Bureau's appropriation. ATF O 1190.1 - Authority to Decide Administrative Appeals Under the Freedom of Information Act and the Privacy Act Date of Publication: 03/05/97 Purpose: This order delegates the authority of the Director to decide administrative appeals under the Freedom of Information Act (FOIA), 5 U.S.C. 552, and the Privacy Act (PA), 5 U.S.C. 552a. ATF O 1613.1 - Headquarters Occupant Emergency Plan Date of Publication - 8/14/97 Purpose: This order establishes the Headquarters Occupant Emergency Plan (OEP), which provides procedures for safeguarding ATF employees and property resulting from incidents at Bureau Headquarters. This plan incorporates a Fire Prevention Plan of Headquarters and contains policy information and procedures required by both the General Services Administration (GSA) and the Occupational Safety and Health Administration (OSHA). ATF O 1930.2 - Administrative Funds Control and Full Time Equivalent (FTE) Ceiling Date of Publication: 12/30/96 Purpose: This order establishes an administrative funds control system and delegates certain organizational employees fixed responsibility for funds control and FTE ceilings. ATF O 2951.1 - Diversity and Career Impact Program (DCIP) Date of Publication: 7/31/97 Purpose: This order formalizes the guidelines and goals for implementation of the Diversity and Career Impact Program (DCIP) Bureau wide. The DCIP is designed to enhance Bureau initiatives (e.g., Mentoring Program, Peer/Diversity Group). ATF O 3000.1E - Criminal Enforcement General Information Date of Publication: 5/01/96 Purpose: This order provides instructions, procedures, and general guidelines relating to the Office of Criminal Enforcement including use of Government property, special agent conduct, physical conditioning, and various reporting requirements. This revision reflects changes with the executive level of the Bureau and the Office of Enforcement, changes to the management information system, and other changes to add clarity in direction and purpose. ATF O 3220.1 - Searches and Examinations Date of Publication: 2/13/97 Purpose: This directive provides basic information and procedures to be followed by enforcement personnel in circumstances requiring searches of persons, property, and conveyances and the proper format and use of various examinations used by the Bureau as investigative tools. ATF O 3220.1, Change 1 - Searches and Examinations Date of Publication: 6/19/97 Purpose: This change clarifies the use of ballistic vests during the execution of search warrants. ATF O 3251.1 - Expenditure of Funds for Investigative Purposes Date of Publication: 2/20/97 Purpose: This order contains policy and instructions relating to the use of funds of investigative purposes. ATF O 3580.1 - Crisis Negotiations Program Date of Publication: 3/26/97 Purpose: This order defines the objectives, policies, and procedures for the Crisis Negotiations Program and includes guidelines for interacting with Special Response Team personnel during activations or crisis incidents. ATF O 7130.1C - Finger and Palm Printing Date of Publication: 7/07/97 Purpose: This order prescribes the use of finger and palm print cards, and gives suggested techniques for finger and palm printing of defendants. ATF O 7500.2 - Automated Information Systems (AIS) Security Program Date of Publication: 7/15/97 Purpose: This order implements authorities and establishes uniform policies, procedures, and responsibilities for managing the Bureau of Alcohol, Tobacco and Firearms, hereafter called ATF, Automated Information Systems (AIS) Security Program. It promotes ATF's mission, provides guidance to protect ATF AIS resources, and assures adequate security for all agency information collected, processed, transmitted, stored, or disseminated in its general support systems and major applications. ATF O 8100.1A - Variances to Office of Enforcement Policies and Procedures Date of Publication: 2/07/97 Purpose: This directive clarifies procedures for the submission and processing of requests for variances from policies and procedures within the Office of Enforcement. ATF O 8100.2 - Responsibilities and Procedures for Conducting Inspections Date of Publication: 4/03/97 Purpose: This order sets forth the responsibilities and procedures involved in carrying out the Bureau's inspection program. ATF O 8200.3 - Post-Shooting Incident Review Date of Publication: 4/22/96 Purpose: This order sets forth the responsibilities and procedures to be followed, by Bureau personnel whenever an employee is involved in an incident wherein a firearm is discharged, whether such discharge is the result of intentional or unintentional (accident) causes. ATF O 8610.1 - Integrity and Other Investigations Date of Publication: 6/11/97 Purpose: This order establishes the Office of Inspection policy, and outlines the responsibilities and procedures for the conduct of integrity and other investigations. ATF O 8610.2 - Implementation of "Giglio Policy" Date of Publication: 7/14/97 Purpose: To establish guidelines for the implementation of the "Giglio Policy." ATF P 3040.1 - OPSEC Personal Safeguards Date of Publication: 07/97 Purpose: As we all know, Operations Security has become a vitally important function that contributes greatly to the success of the Bureau's mission. However, more importance must be placed on the security of our employees. With that in mind, the following personal safeguards are provided by the Chief, Operations Security, to assist employees and their families in maintaining personal security and privacy in their lives. ATF P 3410.1 - Information to Claimants and Petitioners Regarding Seized Property Date of Publication: 05/97 Purpose: This information has been prepared by the Bureau
of Alcohol, Tobacco & Firearms (ATF) for the purpose of advising
claimants, or their attorneys or agents, of the pertinent statutes and
regulations by which property may be forfeited to the United States,
and the remedies by which a claimant my assert his/her interest in the
seized property. This information is advisory and should be used only
as a guide. In each instance, the pertinent statutes and regulations
mentioned should be consulted. |
