The Department of Homeland Security (DHS) will provide $388 million to the owners and operators of transit systems under the Transit Security Grant Program (TSGP) in Fiscal Year (FY) 2009. Transit systems include passenger rail, intracity and commuter bus networks, and ferry systems. Also included in the $388 million for the TSGP is security funding to the National Passenger Rail Corporation (Amtrak) ($25 million) and freight railroad industry ($15 million). Separate guidance documents are available for each of these grant programs. The program provides funds to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.

DHS works collaboratively with our security partners to implement grant programs that reduce risks to our nation’s transportation systems. Here’s how.

As the highest risk transit regions in the country, Tier I regions receive the vast majority of TSGP funding. Tier I regions are: Atlanta, Boston, Chicago, Los Angeles, the National Capital Region, New York, Philadelphia, and the San Francisco Bay Area. The Department of Homeland Security (DHS) meets with a Regional Transit Security Working Group (RTSWG) in each region to establish a Cooperative Agreement that identifies projects that will have the greatest security impact based on national priorities.

FY 2009 TSGP priorities include security training of frontline employees, operational deterrence initiatives, drills and exercises, and public awareness programs. The TSGP also funds anti-terrorism measures that help protect underwater/underground infrastructure, high density elevated operations, multi-user high density stations and terminals, interoperable communications, evacuation plans, and Supervisory Control and Data Acquisition (SCADA) systems.
