2009 Cooperative Enforcement Program Manual

FWC Boarding in FL Keys The cornerstone of OLE’s partnerships with state, territorial, and commonwealth marine conservation law enforcement agencies is the Cooperative Enforcement Program. This program is a complex combination of an agreement to do Federal enforcement, an operational enforcement plan, and a financial plan. To assist eligible states, territories and commonwealths to understand the program and to prepare and submit a proposed Joint Enforcement Agreement a Program Manual was created.

The Program Manual provides information that members of the OLE and officials of an eligible agency can use when negotiating work to be done. It also includes templates of all forms used in the CEP as well as instructions on how to complete those forms.
