GSA Awards $117 Million Contract to Support GAO IT

WASHINGTON — The U. S. General Services Administration has awarded a multiyear task order contract to Systems Research and Applications Corp. International (SRA) for the Government Accountability Office’s (GAO) phoenix project.  The phoenix project entails the delivery of help desk and logistics support, enterprise network services, engineering, enterprise architecture, systems development, security program support, project management office support, and continuity program support.

GSA’s Federal Systems Integration and Management Center (FEDSIM), a program of the Federal Acquisition Service, worked on behalf of GSA to complete technical specifications, procurement documentation, and oversee the acquisition. The task order contract was competitively awarded under the GSA millennia governmentwide acquisition contract program to SRA and a variety of subcontractors.  The February 20 award is valued at $117 million over five years, if all options are exercised. The phoenix project will consolidate and update numerous IT systems that constitute GAO’s internal workflow processes.
 
FEDSIM in concert with GAO crafted a contractual solution which may reduce operations and maintenance costs by as much as $15 million during the life of the contract with those savings being reinvested in other software development projects under the task order contract.
