Program Description
Rationale for Establishment of the West Texas Medical Reserve Corps During the hurricane events of 2005, El Paso received evacuees from both Katrina and Rita and the “Storm 2006” flooding in El Paso and Southern New Mexico, it became very apparent that we need to plan to meet our regional needs. If our community is affected by a bioterrorist attack or a pandemic outbreak affecting hundreds to thousands of people, a reserve corps would help address those medical needs which would overwhelm our traditional ability to respond and provide mass care. During Hurricanes Gustav and Ike in 2008, the West Texas MRC was on alert status for receipt of evacuees but no evacuees were sent to El Paso. Geographic Area The geographic areas to be covered include the counties of El Paso, Hudspeth, and Culberson Counties in Texas. A collaborative working relationship with the Southern New Mexico Medical Reserve Corps is also planned. Future linkages to Juarez, Mexico will be explored as a regional approach. The combined census of this area is more than 745,948. The geographic area includes a large metropolitan border community as well as outlying rural areas. Juarez, Mexico is located just across the river. Supporting Individuals/Organizations Written letters of support for the Medical Reserve Corps have been received from the Rio Grande Council of Government, the El Paso County Sheriff’s Office, the El Paso Oral Health Commission, and U.S. Representative Silvestre Reyes, Texas State Senator Eliot Shapleigh, Texas State Representative Joseph Pickett. Organizational support (through participation of staff and other in-kind activities) is being provided by El Paso City & County Emergency Management, El Paso City-County Health & Environmental District, Far West Texas & Southern New Mexico Regional Advisory Council on Trauma, Metropolitan Medical Response System, Emergency Medical Services/El Paso Fire Department, El Paso Community College, Texas Tech University-El Paso Campus. Additional support of area hospitals, colleges/universities, and other professional and governmental organizations are in progress of finalization. Volunteers All health care professionals and non-medical volunteers may register and participate in activities.
