Political Party Leadership Forums Address Campaign Activities

Thirty-eight party leaders and activists from nine Kosovo Albanian political parties recently attended the first of four Political Party Leadership Forums on March 10, 2009. The activity brought together party decision-makers and international practitioners to engage in discussions on how to strengthen political parties through more effective citizen outreach and campaigning. The vent was designed by USAID partner the National Democratic Institute (NDI), as part of the Political Parties, Legislative Bodies, and Supporting Organizations Program.

Party activists expressed interest in using techniques described by former Obama campaign advisor Jim Loftus, such as utilizing internet, telephone and cell phones to reach voters, as well as using research to improve understanding of their parties' base and craft better messages. Loftus held one-on-one meetings with each party following the forum, to discuss specific issues and potential solutions.

The Political Party Leadership Forum consists of four modules, including such topics as campaign planning; and framing the campaign. Each module will examine current practices and provide an exchange of experience. The forums and one-on-one follow-up consultations will be held during the spring, to help parties prepare for the anticipated fall local elections.

The Political Parties, Legislative Bodies, and Supporting Organizations Program has been working with political parties and the Assembly of Kosovo to support the ongoing process of democratic strengthening of political parties and processes in Kosovo.
