Iowa Profile of Activity

Personnel and Facilities:
ATF has an office located in Des Moines, Iowa and reports to the Kansas City Field Division.

ATF Industry Operations (IO) has inspectors assigned to the satellite office in Des Moines.  These inspectors report to the St. Louis, Mo. Area Supervisor, who in turn reports to the Kansas City Field Division Office.

ATF Task Forces & Local Law Enforcement Support Initiatives:
ATF/CPD Gun Task Force - Operation Neighborhood is centered in the "Quad Cities" of Rockford, Moline, East Moline, and Davenport.  Participants include ATF, FBI, IRS, and several local, county and State police officers.  The task force focuses on criminal activities committed by street gangs involving firearms and narcotics trafficking.

Grim Reapers OMO - This multi-state task force initiative includes ATF special agents and state police officers from the states of Iowa, Indiana and Illinois.

ATF actively participates in the DEA Task Force which focuses on drug trafficking in the State.  Located in Cedar Rapids, Iowa, members of this task force conduct investigations into primary Federal drug violations along with Federal firearms violations.

Sioux City Tracing Project: Both ATF inspectors and special agents are currently working with the Sioux City Police Department on the tracing of all firearms received in crimes by the department.

Revenue Protection and Public Safety Activities:
ATF inspectors conduct inspections of businesses that produce or import alcohol, tobacco products or firearms to ensure excise taxes are collected.  ATF has a memorandum of understanding with the State of Iowa to ensure needed tax information is shared.  In FY-97, $34 million in Federal excise taxes were collected by ATF in the State of Iowa.

ATF special agents and inspectors work with state and other authorities in investigations of instances where alcohol and tobacco are diverted from legal to illegal channels in evasion of Federal and state law.

ATF inspectors conduct inspections of Federal Firearms Licensees (FFLs) to ensure compliance with Federal law, and to ensure that firearms records are maintained in a manner that enables crime guns to be traced.  As of 10/1/998, there were 105,536 FFLs nationwide, and 1, 668 in Iowa.

ATF inspectors conduct safety and compliance inspections at locations where explosives are produced, imported, sold and stored.  Records are examined to ensure proper accounting of explosives, and explosives magazines are inspected to ensure explosives are safely and properly stored.  As of 10/1/98, there were 10,716 explosives licensees/permittees nationwide, and 215 in Iowa.

ATF provides to State Fire Marshals lists of locations where explosives are stored.  Referrals of information are made to fire marshals or other officials when it appears state violations are present.
