Who May Apply: (by category) Nonprofit Organizations

Who May Apply: (specifically) Nonprofit organizations, including public telecommunications entities, able to demonstrate a capacity to:

  • Develop and distribute educational and instructional television programming of high quality for preschool and elementary school children.
  • Contract with the producers of children's television programming for the purpose of developing educational television programming of high quality for preschool and elementary school children.

Only public telecommunications entities are eligible to receive awards. In addition, applicants must have the capacity to develop and distribute high-quality educational and instructional television programming that is accessible by a large majority of disadvantaged preschool and elementary school children; contract with the producers of children's television programming; negotiate these contracts in a manner that returns an appropriate share of income from sales of program-related products; and target programming and materials to meet specific State and local needs, while providing educational outreach at the local level.

Grantees must consult with the Secretaries of Education and Health and Human Services on strategies to maximize the use of quality educational programming for preschool and elementary school children and to make the programming widely available to federally funded programs serving these populations. Grantees must also coordinate activities with Federal programs that have major training components related to early childhood development. Each recipient of funds must submit an annual report that contains, at a minimum, a description of programs activities. The Secretary is required to submit to Congress a biannual report that includes a summary of the activities conducted and a description of the education and training material made available and the manner in which the materials were distributed.
