Who May Apply (specifically): State agencies responsible for providing free public education for children in institutions for those who are neglected or delinquent, responsible for children who are enrolled in education programs in adult correctional facilities, and responsible for children in community day programs who are neglected or delinquent may apply to their state education agencies (SEAs). Also, local education agencies (LEAs) with high numbers or percentages of youths in local correctional facilities may receive subgrants.
