The Office of Private Voluntary Cooperation (PVC) serves as a center of learning to enhance the capacity of non-governmental organizations* (NGOs) in the delivery of development services.
Grants are provided to private voluntary organizations** (PVOs) working to strengthen NGOs in developing countries, with an emphasis on fragile and conflict states. For 30 years, PVC has helped to strengthen PVOs and improve their services. Drawing on this history, PVC provides USAID, PVOs, NGOs, and the broader development community with valuable lessons, tools, and methodologies to build and support healthy and lasting NGOs worldwide.
PVC offers ongoing grant opportunities to strengthen NGOs, develop business cooperatives, and support the shipment of humanitarian supplies to countries in need. PVC is currently accepting proposals from US PVOs and other non-profit organizations for NGO-related research projects through an Annual Program Statement for Research.
PVC's research and outreach programs foster discussion within USAID and the PVO/NGO community on cross-sectoral and cross-regional issues related to organizational development. To promote a better understanding of issues related to NGO organizational development, PVC maintains a Knowledge Inventory Database, a searchable web-based database of USAID organizational development lessons learned, methods and tools. PVC also regularly consults with PVOs and the development community through conferences and workshops. In addition, PVC registers all U.S. and international PVOs interested in becoming eligible for USAID support.

Private Voluntary Organization Registration
The PVO Registration Guidance outlines USAID's registration process for U.S. and international private voluntary organizations (PVOs). Registered PVOs are eligible to compete for assistance funds (grants and cooperative agreements) that are available though USAID. An organization that wishes to be listed in USAID's PVO Registry must complete the process on an annual basis. The PVO registration requirement is applicable to all funds appropriated to USAID under its annual appropriations act.
