Annual Performance Reports  
The Government Performance and Results Act (GPRA) of 1993 requires all government agencies, including the Unites States Postal Service®, to establish goals and performance measurement systems, set improvement targets, and describe performance against those targets. The FY 2003 Annual Performance Report provides comments on Postal Service performance trends and explanations for changes in goals, objectives, measures, indicators, and targets. The FY 2003 Annual Performance Report is included in the Comprehensive Statement on Postal Operations, and is part of a set of related documents that describe postal strategies, programs, financial condition, and performance results: the FY 2005 Annual Performance Plan, the FY 2004-2008 Five-Year Strategic Plan, the Annual Report, and the Integrated Financial Plan. Since 2006 the Annual Performance Report and the Annual Performance Plan have been included in the Comprehensive Statement on Postal Operations.
