ABSTRACT: ANSIR is the Information Resource Management System that provides the Executive Office for Immigration Review (EOIR) with case tracking and management information, office automation, Internet/Intranet, and automated legal research services. The term ANSIR is considered to be inclusive of all EOIR's Information Resources (hardware, software, and data).

PURPOSE: All of ANSIR's applications are critical to EOIR's mission, which is to provide uniform interpretation and application of immigration law, ensuring fair treatment for all parties involved. The case tracking and management application and data are by far the most important and most often applied aspects of the system. The data and statistics derived from the case tracking and management application have also proven to be vital to other agencies within the Department of Justice (DOJ), particularly the US Citizenship and Immigration Services (USCIS) which relies on ANSIR's data to meet important aspects of its mission. The data on the ANSIR System is noted for its accuracy, and the statistics derived from that data are used by EOIR management, the USCIS, the Department, the Office of Management and Budget (OMB), and Congress to support management and policy decisions.

ACCESS CONSTRAINTS: All records in ANSIR are protected from unauthorized access through appropriate administrative, physical and technical safeguards. These safeguards include restricting access to specific areas of ANSIR to those who need to access those areas to perform their official duties, using locks and alarm devices, passwords, and limiting communication access.

USE CONSTRAINTS: Users of ANSIR will be restricted to only those privileges necessary to perform assigned tasks.

AGENCY PROGRAM: The Attorney General is charged with the administration and enforcement of the USCIS, and all other laws relating to the immigration and naturalization of aliens. The Attorney General has delegated to EOIR certain aspects of his authority to administer and interpret the immigration laws. Specifically:

A. Immigration Hearings

B. Review of Immigration Hearings

C. Employment Discrimination, Document Fraud, and Employer Sanctions Hearings

Essentially, EOIR's mission is to provide uniform interpretation and application of immigration law, ensuring fair treatment for all parties involved. ANSIR is the information resource used by EOIR to meet these goals.

SOURCES OF DATA: The majority of the information contained in ANSIR is derived from the files, documents, and decisions from the Immigration Court and the Board of Immigration Appeals.
