The matter concerned the Arbitrator's decision to reduce requested attorney fees awarded to the Union under the Back Pay Act. The Authority granted the Union's exception and modified the award. The Authority noted that neither party disputed that the fees were warranted in the interest of justice, that the grievant was the prevailing party, or that the fees were incurred by the grievant. As to the only disputed matter, the reasonableness of the fees, the Authority found that Washington, D.C. was the appropriate community for calculating fees because counsel ordinarily practiced in that community.
