EEP 2000

 

GENERAL INFORMATION

 

The purpose of this electronic form is to provide the options available for performing an evaluation for Foreign and/or Civil Service Employees within USAID. To do this the electronic form offers hyperlinks which, when pushed, will lead the user to the specified form for the corresponding evaluation choice (e.g. Annual Evaluation, Employee Statement, etc.).

 

Using Word 97, the EEP 2000 electronic form enables the user to complete the forms that make up an evaluation package for Civil and Foreign Service employees. Each form has its own User Guide, and these guides may be accessed by the appropriate hyperlink.

 

Main User Guide for Evaluation Package

 

 

Part 1 Annual Evaluation Form (4 Pages)

 

Used to document work objectives and performance measures, completion of the mid-cycle review, and the annual performance evaluation. This form is submitted to M/HR.

Part 2Employee Statement (1 Page)

 

Used to enable employees to comment on the evaluation of their performance. This statement is attached to the AEF and submitted to M/HR.

Part 3Skills Feedback Worksheet

 

Used to provide feedback and career guidance to employees.  This worksheet is reviewed by the Appraisal Committee at the same time as the Annual Evaluation Form, and then given to the employee.  It is not submitted to M/HR for filing in an employee’s Official Performance File.  In completing this worksheet, the Rating Official and Appraisal Committee should take into account the personal grade (FS) or position grade (CS) of the employee.  There are separate skills Feedback Worksheets for the Civil Service and the Foreign Service.

 

User Guide

 

Civil Service – Specific Skills (3 Pages)

This form is used at the operating unit level (Bureau/Office/Division) for Civil Service employees to help focus dicussions and feedback among the Appraisal Committee, Rating Official and the CS employee.  It is a particularly useful document for mid-cycle performance reviews because it provides a structured means for discussing achievement of work objectives and the demonstration of skills.

 

Each employee should be evaluated in the context of the operating unit of which he/she is a part and against the grade of the Civil Service employee’s position.

 

The rating of the specific skill areas may not be factored into the Civil Service employee’s Summary Rating which is derived uniquely from the rating of the employee’s performance against the Work Objectives in Section 3 of the Annual Evaluation Form.

 

Foreign Service – Specific Skills (3 Pages)

This form is used at the operating unit level (i.e. Mission/Bureau/Office/Division) for Foreign Service employees to help focus discussions and feedback among the Appraisal Committee, Rating Official and the FS employee.  It is a particularly useful document for mid-cycle performance reviews because it provides a structured means for discussing achievement of work objectives and the demonstration of skills.  This worksheet also provides an opportunity for the Rating Official to determine whether the employee is meeting the skill standards of the class, established in the Skills Matrix, and to make a statement about that determination in the AEF.  See ADS 463.7, Mandatory References, Skills Matrix, or the M/HR website at http://www.usaid.gov/M/HR/precnew.htm.
