End of purchase requirement fails
to change food stamp participation
Recipients no longer must buy stamps, but this has had little effect on characteristics of participants; highest participation is among single mothers, blacks, and no wage earners, according to the Consumer Expenditure Survey. The results of this study will indicate if any substantial changes in the characteristics of participants and the factors related to participation have occurred since the program's structure was altered.
