USAID Partner Empowers Elected Local Officials
During the week of March 17, 2008, more than 20 deputies of local legislative and representative bodies from the North Caucasus’ republics and Southern Russia participated in a training conducted by USAID partner Southern Regional Resource Center (SRRC) on how to apply legal mechanisms to further advance public benefit programs at the district and municipal level. Participants developed programs addressing issues such as the deteriorating quality of local health care, bureaucratic hurdles blocking small business development, insufficient access to social services for vulnerable populations, limited employment opportunities for youth, and corruption in the auctioning of municipal real property. With follow-on support from the SRRC, participants will collaborate with their local governments to integrate these programs into local legislation, statutory acts, and territorial development strategies.
