The council will work toward uniting individuals, families, religious, business and local government, into a citizenry that will become a self supporting entity that will provide, in a disaster, a cohesive, trained, prepared operational element. The CCC will promote the formation of Community Emergency Response Teams (CERT) and ultimately, Neighborhood Watch, Medical Reserve Corps and implement other Homeland Security aspects.
