The Arbitrator sustained a grievance alleging that the Agency violated the parties' agreement and a local alternative work schedules agreement by unilaterally changing the grievants' tours of duty. The Authority dismissed the Agency's exception regarding § 6131 of the Work Schedules Act and denied the remaining exceptions.
