The Food Stamp Program is administered through each state, however 100% of benefits and 50% of administrative costs are federally funded. Federal regulations which govern implementation of the program are developed by the U.S. Department of Agriculture, Food and Nutrition Services. In Indiana, FSSA is responsible for ensuring the federal regulations are initially implemented and consistently applied in each county.

Indiana's Food Stamp Program is designed to raise the nutritional level of low income households. It enables low-income families to buy nutritious food through Electronic Benefits Transfer (EBT) cards.
