Elkhart County, Ind., had the biggest over-the-year percentage decrease in
employment (-10.8 percent) in September 2008; nationally, jobs declined by 0.8
percent. Rutherford, Tenn., had the largest gain in average weekly wages (17.3
percent) in the third quarter of 2008, compared with a national increase of 2.8
percent.
