The Fiscal Year 1998 USAID Accountability Report
The Agency’s 1998 Accountability Report This is the first annual Accountability Report prepared by USAID under the Office of Management and Budget’s pilot program for streamlining government reporting as authorized by the Government Management Reform Act (GMRA) of 1994.
GMRA permits agencies to integrate and streamline Federal statutory reporting to provide Congress and other stakeholders with more useful information. USAID’s FY 1998 Accountability Report integrates the following reports:
- Federal Managers’ Financial Integrity Act Report;
- Chief Financial Officers Act Annual Report (including audited financial statements);
- Management’s Report on Final Action as required by the Inspector General Act;
- Civil Monetary Penalty Report;
- Prompt Payment Act Report; and
- Performance Report required by the Government Performance and Results Act.
In addition, the report presents the Agency’s audited financial statements and the Inspector General’s opinion on those statements, internal controls, and compliance with laws and regulations.
