Department of Education Announces Tech-Prep Demonstration Program Grants for FY 2004-2005

The Office of Vocational and Adult Education announces the award of 12 new five-year grant awards under the Tech-Prep Demonstration Program (TPDP) in the amount of $9.8 million. The awardees are tech-prep consortia that include public or private non-profit institutions that award two-year certificates or degrees; local education agencies; intermediate education agencies; area vocational schools; and businesses.

As a requirement for funding, grantees must provide for the involvement of a secondary school located on the site of a community college, provide academic and technical coursework that meets the State requirements for high school graduation, and offer a sequential, four-year program of study leading to an associate’s degree or 2-year postsecondary certificate in a technical field. In addition, grantees must evaluate their effectiveness in meeting annual performance goals for the following required performance indicators:

  1. Retention of high school juniors for their senior year in the TPDP-funded program of study;

  2. Completion of Algebra I, Geometry, and Algebra II by the time of high school graduation;

  3. Completion of one or more science courses in addition to high school Biology and Chemistry by the time of high school graduation;

  4. High school graduation;

  5. Attainment of nine or more postsecondary credits by the time of high school graduation;

  6. Enrollment in postsecondary education following high school graduation;

  7. Reduction in the need for remediation in postsecondary education following high school; and

  8. Attainment of a postsecondary degree or certificate.

The TPDP is authorized under section 207 of the Carl D. Perkins Vocational and Technical Education Act of 1998 (P.L. 105-332 – “Perkins III”).

Funds will be awarded in two installments. Partial TPDP grant awards of approximately $410,540 were made to each of the 12 grantees with funds from the FY 2004 TPDP appropriation. Supplemental TPDP grant awards to the twelve new grantees will be made with funds from the FY 2005 TPDP appropriation.
