The Small Scale Scale Guidelines is Africa Bureau's principal source of sector-specific environmental guidance. The Guidelines is currently being completely updated and expanded. The draft text for the second edition is posted on this site for review, and for use. Users should be aware that the DRAFT TEXT IS NOT OFFICIAL USAID GUIDANCE.

- Results Oriented Assistance Sourcebook : The newly revised Sourcebook links USAID Reengineering principles with the reality of programming for results. Designed for both USAID staff and partners, the site defines result-oriented assistance instruments and explains when grants and cooperative agreements are appropriate; and then helps the user plan, write, award, administer and monitor assistance. The Sourcebook also provides multiple links to Agency policies and related resources.

For an evaluation of programs that use insecticide-treated materials (ITMs - e.g. bed nets), the Africa Bureau and the Global Bureau are generally requiring the preparation of what is termed a "Pesticide Evaluation Report and Safer Use Action Plan" (PERSUAP), a document that covers the 12 Pesticide Procedures factors and focuses on the development of local-level risk mitigation actions.
- Programmatic Environmental Assessment for Insecticide-Treated Materials in USAID Activities in Sub-Saharan Africa (743 kb)
This PEA evaluates the risks associated with using insecticide-treated materials (ITMs) and proscribes steps to minimize these risks, including proper pesticide product selection, appropriate labeling, and user educational campaigns. Programs should also actively monitor for adverse health and environmental effects, to assure that risks are adequately understood and to allow appropriate and timely interventions to reduce risks.

USAID environmental regulations require that at least the 12 factors outlined in the Pesticide Procedures described in 22 CFR 216.3 (b)(1)(i) (a through l) be addressed in the IEE for any program that includes assistance for the procurement or use of pesticides. The Africa Bureau asks that these factors be examined in a particular type of document, termed a "Pesticide Evaluation Report and Safer Use Action Plan" (PERSUAP), which is submitted as an attachment to the IEE.

This paper focuses on two trade-related trends which are both consequences and enablers of this globalized context for development: deeper liberalization of international trade regimes - including expanded scope and participation - and the spread of international trade-related standards. Both have significant implications for the environment. The principal thesis is that while environmental gains do not automatically follow from globalization and trade liberalization, certain international environmental standards may be leveraged and diverted towards achieving such gains.
- The Development Credit Authority (DCA) provides USAID Missions the authority to issue loan guarantees to private lenders, particularly for local currency loans. These guarantees cover up to 50% of the risk in lending to projects that advance USAID's development objective.
