History of Changes to Specifications for the Census 2000 Special EEO File

Twelfth Update

  1. With the release of the remaining six datasets for the Census 2000 Special EEO File, the Availability of the Census 2000 Special EEO File Datasets and Related Information section was revised by removing the following paragraph.

    Deletion 02/10/04

The Census 2000 Special EEO File will consist of 24 separate datasets or files; however, for the initial release of this Special EEO File, only 18 of the 24 datasets will be available. The remaining 6 datasets contain aggregations of the 471/472 detailed occupations into EEO Occupational Groups and EEO-1 Job Categories and will be released at a later date. Specifically, datasets 3, 10 and 16, which contain aggregations for the EEO Occupational Groups, and datasets 4, 11 and 17, which contain aggregations for the EEO-1 Job Categories, will not be available for the initial release of the Special EEO File.

  2. With the final release of the Census 2000 Special EEO File, a new paragraph was added to the beginning of the Availability of the Census 2000 Special EEO File Datasets and Related Information section.

    Addition 02/13/04

The six datasets containing aggregations of the 471/472 detailed occupations into the EEO Occupational Groups and the EEO-1 Job Categories that were not available for the initial release of the Census 2000 Special EEO File were added to the final version.

Also, in the final version of the Census 2000 Special EEO File, the following changes were made to the initial version:

The updated "Cover Page" now has a release date of February 6, 2004.

In Appendix 1, Greg Fields' name was added to the Acknowledgments Section.

In Appendix 3 of the ASCII technical documentation, the misspelling of New York was corrected in Section 4, Paragraph a.

In Appendix 3 of both the ASCII and SAS technical documentation, additional information on rounding was placed in Section 4, Paragraph d.

For the ASCII version of the EEO File, Union CDP, New Jersey 340393787 was added to the list of places of 50,000 or more in the format for work flows (fmt_workflow.txt).

  3. With the release of the remaining six datasets for the Census 2000 Special EEO File, the Availability of the Census 2000 Special EEO File Datasets and Related Information section was revised for each of the six sections respectively.
  4. Sample of Revised Version 02/13/04

For example, under the SAS and ASCII Datasets subsection, the section for Dataset 3 now reads as follows:

Dataset 3 US (SAS) or Dataset 3 US (ASCII)

    Revised Version 12/29/03

Q: Will the 2000 Special EEO File be available from the Bureau of Census on CD-ROM, as was the 1990 EEO File?

A: The Bureau of Census will not produce a product similar to what was made available from the 1990 Census, because the 2000 Special EEO File is not a standard Census product. However, the Federal Consortium agencies and the Census Bureau have created a web-based EEO Data Tool at http://www.census.gov/eeo2000 for obtaining some of the information contained in the Special EEO File. Also, the datasets that were created for the Consortium agencies will be made available to those who request it from the Census Bureaus Housing and Household Economics Statistics Division for a fee and on the EEOC website at Availability of the Census 2000 Special EEO File Datasets and Related Information.

Seventh Update

  1. In the Overview of Geographic Areas, including Geographic Areas constructed for the Census 2000 Special EEO File section, two paragraphs were added to the end of the previous section.

    Revised Version 07/24/03

The Census 2000 Special EEO File contains tables for the United States, each of the 50 states and the District of Columbia, most Metropolitan Statistical Areas, counties, county sets, and places. Depending on the amount of detail within a table, information for counties, county sets, and places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more. Counties with a population of less than 50,000 were combined with other contiguous counties within a state to create county sets with a population of 50,000 or more.

For the Residence Datasets on the Census 2000 Special EEO File, data for individual counties of 50,000 or more is provided wherever possible. For counties of less than 50,000 in the Residence Datasets, the data from these counties were merged with other counties to meet a 50,000 or more threshold. The guidelines used to create and name these county sets are found in the section on Guidelines for Creating and Naming Aggregated County Areas for Counties Containing fewer than 50,000 Persons for Residence Datasets for the Census 2000 Special EEO File.

The County Set Areas, which include single counties and county sets of 50,000 or more, can be found in the section on County Set Areas for Residence Datasets for the Census 2000 Special EEO File. Thse files are also available as Excel and Quattro Pro spreadsheets.

    Previous Version 06/11/03

The Census 2000 Special EEO File contains tables for the United States, each of the 50 states and the District of Columbia, most Metropolitan Statistical Areas, counties, county sets, and places. Counties with a population of less than 50,000 were combined with other contiguous counties within a state to create county sets with a population of 50,000 or more.

Sixth Update

  1. In the Census 2000 Industry Categories for the Special EEO File section, specific references to the 1997 NAICS were added to the existing document. Also, an additional sentence was added to the end of the introductory paragraph.

    Revised Version 06/11/2003

The complete Census 2000 Industry Classification System consists of 265 detailed categories, including seven Armed Forces categories. Because of concerns that the cross-classification of small industries with multiple occupations might lead to the disclosure of information about individual respondents in the census, the Census Bureau decided to publish data for individual industries in the 1997 North American Industry Classification System (NAICS) that were aggregated to the three-digit subsector level. In some instances the industries were aggregated either to the 1997 NAICS two-digit sector level or combined with more than one subsector. Also, there are two categories where the industry aggregates across subsectors. As a result 88 industry categories are shown for the Census 2000 Special EEO File. This list provides for each industry category the two-digit Census 2000 Special EEO File Industry Code, the three-digit census code and the equivalent 1997 NAICS sector or subsector code. The Census 2000 Special EEO File was cross-classified to the 1997 NAICS that was in place for Census 2000 and will not be re-classified to reflect the anticipated changes to NAICS over the next decade.

    Previous Version 12/03/2002

  2. In the Overview of Geographic Areas, including Geographic Areas constructed for the Census 2000 Special EEO File section, the first paragraph was modified and second paragraph was deleted.
  3. Revised Version 06/11/2003

    Previous Version 03/31/03

The Census 2000 Special EEO File contains tables for the United States, each of the 50 states and the District of Columbia, Metropolitan Statistical Areas, counties and places or combinations of them. Depending on the amount of detail within a table, information for counties and or places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more.

For geographic areas that were not sufficiently large to meet confidentiality requirements, EEO Areas had been constructed for the Special EEO File. After the EEO Areas had been developed, it was determined that they created a confidentiality disclosure problem. Thus, the geographic areas for the Special EEO File are being redefined.

  4. In the Introduction to Tables for the Census 2000 Special EEO File section under Specifications for Tables for the Census 2000 Special EEO File, the two references to ". . . Q: Will the 2000 Special EEO File be available from the American FactFinder on the Census website?

A: The 2000 Special EEO File will primarily be available as datasets. Currently, the Federal Consortium intends to have the Bureau of Census create a means for accessing some of the basic information contained within the Special EEO File via the internet.

    Previous Version 03/04/2002

Q: Will the 2000 Special EEO File be available from the American FactFinder on the Census website?

A: No. The 2000 Special EEO File will only be available as datasets. Currently, there are no plans for either the Federal Consortium or the Bureau of Census to create PC or internet based software or other means for accessing the information contained within the Special EEO File.

  16. In the Census 2000 Special EEO File Questions and Answers section, the following question and answer was added.
  17. Addition 06/11/2003

Q: Is any Census 2000 data available by race, ethnicity and occupation?

A: As Census 2000 Summary File 4 (SF-4) data becomes available by state, race and ethnic data will be available for the following occupational categories:

To access this data, begin by logging on to the Census' American FactFinder main page (http://factfinder.census.gov/servlet/BasicFactsServlet) and then select the 2000 Summary File 4. Fifth Update

In the Overview of Geographic Areas, including Geographic Areas constructed for the Census 2000 Special EEO File, there has been a major revision.

Revised Version 03/31/03:

Previous Version 03/04/2003:

The Census 2000 Special EEO File contains tables for the United States, each of the 50 states and the District of Columbia, Metropolitan Statistical Areas, counties and places or combinations of them. Depending on the amount of detail within a table, information for counties and or places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more. For those counties or places not reaching the 50,000 or 100,000 threshold, approximately 400 geographic areas, each being sufficiently large to meet confidentiality requirements, were constructed for the Special EEO File. The EEO File will contain slightly over 2,000 geographic areas, including those areas specifically created for this File.

The Guidelines for Aggregating Counties and Places Containing fewer than 50,000 Persons, the Guidelines for Naming Geographic Areas Created for Counties and Places Containing fewer than 50,000 Persons, and the Table of EEO Area Codes, which contains the EEO Area Name, EEO Area Description, FIPS State Code, FIPS County Code, FIPS Place Code and Census 2000 Population Count, are now available. The Table of EEO Area Codes is also available in Excel or Quattro Pro format.

Fourth Update

1. All references to "EEO-4 Job Categories (8)" for the Census 2000 Special EEO File have been replaced with "State and Local Government Job Categories (8)."

2. Updates were made to the linked versions of the EEO Areas Table, as well as the Excel and Quattro Pro datasets.

In Colorado, 08EEO030 - "San Juan" had been misspelled in the EEO Area Description.

In Louisiana, 22EEO023 - "Vermillion" should be spelled "Vermilion" and 22EEO004 - "Claibourne" should be spelled "Claiborne" in the EEO Area Description.

For Massachusetts, 25EEO034 - "Pylmouth" should be spelled "Plymouth."

For Michigan, an "EEO Area Code" header has been added to the downloadable datasets; the total population for Michigan had been 9,938,244 but should be 9,938,444; and 26EEO050 - "Bal of Oakland" had been 619,354 but should be 619,554.

For Nebraska, 31EEO001 - "Northeastern NE" was changed to "Northwestern NE."

In North Carolina, 37EEO067 - "Duplin-Gates-Pender" was changed to "Duplin-Pender;" 37EEO068 - "Bertie-Chowan-Hertford-Perquimans" was changed to "Gates and surrounding cos;" and Gates County was removed from 37EEO067 and placed under 37EEO068 or "Gates and surrounding cos."

In Texas, "Stonewall County" was moved from 48EEO011 to 48EEO009.

In Wisconsin, for EEO Area Code 55EEO008, the duplicated "Rusk-Bal of Chippewa" name was deleted.

3. In the Overview of Geographic Areas section, as the EEO Area Table and related guidelines were finalized, the section was updated.

Revised Version 03/04/2003:

The Guidelines for Aggregating Counties and Places Containing fewer than 50,000 Persons, the Guidelines for Naming Geographic Areas Created for Counties and Places Containing fewer than 50,000 Persons, and the Table of EEO Area Codes, which contains the EEO Area Name, EEO Area Description, FIPS State Code, FIPS County Code, FIPS Place Code and Census 2000 Population Count, are now available. The Table of EEO Area Codes is also available in Excel or Quattro Pro format.

Previous Version 08/23/2002:

We will provide links to the Aggregation Guidelines for Counties and Places Containing fewer than 50,000 Persons, the Guidelines for Naming Geographic Areas Created for Counties and Places Containing fewer than 50,000 Persons, and the Table of EEO Area Codes, which will contain the EEO Area Name, EEO Area Description, FIPS State Code, FIPS County Code, FIPS Place Code and Census 2000 Population Count, as soon as they become available.

4. The Census 2000 Special EEO File section and the Formal Announcement of the Census 2000 Special EEO File section have been removed, as the EEOC hosted an open forum on the Census 2000 Special EEO File on December 10, 2002.

Previous Version 09/25/2002:

Census 2000 Special EEO File

A Consortium of four Federal agencies consisting of the Equal Employment Opportunity Commission (EEOC), Department of Justice (DOJ), Department of Labor (DOL) and Office of Personnel Management (OPM) has entered into a reimbursable agreement with the Census Bureau to create a special tabulation, the Census 2000 Special EEO File, according to specifications developed by the Consortium. Minor modifications to these specifications may have to be made based on needs of either the Federal Consortium or the Census Bureau, such as the Bureau's requirements for maintaining respondent confidentiality under Title 13 United States Code Section 9(a). A brief summary of the specifications and plans for this Special EEO File can be found in the following section entitled Specifications and Plans for the Census 2000 Special EEO File.

Formal Announcement of the Census 2000 Special EEO File

The Federal Consortium and the U.S. Bureau of the Census intend to formally present information on the Census 2000 Special EEO File during an open forum to be held in the Fall of 2002. To indicate interest in being notified of the exact place and time for this presentation, please send e-mail to Census2000SpecialFile@eeoc.gov that contains information as to how and where a notice should be sent. Also, questions about the Census 2000 Special EEO File should be submitted to the same e-mail address, so that the questions can be compiled and generally addressed at the formal presentation. This e-mail address will not be available after the presentation of the File.

Third Update

1. Under the main Specifications and Plans for the Census 2000 Special EEO File section, a major section has been added to address submitted questions.

Addition 11/25/02

Addition 11/25/02

Census 2000 Special EEO File Table Specifications and Corresponding Datasets

3. In the section Census 2000 Special EEO File Crosswalk from Census Codes and 2000 SOC Codes to the EEO Occupational Groups and the Proposed EEO-1 Job Categories, the category title for Code 992 has been revised to include the work "civilian."

Revised Version 11/25/02:

992 Unemployed, with no civilian work experience since 1995

Previous Version 9/25/02:

992 Unemployed, with no work experience since 1995

4. In the section Census 2000 Special EEO File Crosswalk ... referenced immediately above, Note 2 has been revised to provide additional information.

Revised Version 11/25/02:

2. Note: Code 992 includes people 16 years and older with civilian work experience who are unemployed and have not worked since 1995; who have never worked and are looking for work; and who have worked since 1995, but whose last job was in the military, and are looking for civilian work.

Code 992 is not applicable to worksite/residence and worksite tables.

Previous Version 09/25/2002:

2. Note: The Unemployed, with no work experience since 1995 (Census Code 992) are not included in tables involving worksites.

5. An additional code has been added to the table in the section Census 2000 Special EEO File Crosswalk from Census Codes and 2000 SOC Codes to the EEO Occupational Groups and the Proposed EEO-1 Job Categories. The additional code is for the aggregation of occupational categories where there are not three unweighted cases from a residence geography to a worksite geography for a particular occupation.

Addition 11/25/02:

The additional Code is 999 and the Category Title is Residual. There is no 2000 SOC Equivalent Code, no EEO-1 Job Category Code and no EEO Occupational Group.

6. In the section Census 2000 Special EEO File Crosswalk ... referenced immediately above, a new Note 3 has been inserted to reflect the additional Code 999.

Addition 11/25/02:

3. Note: Code 999 is defined as the aggregation of occupations that do not meet the minimum of three unweighted cases from a residence geography to a worksite geography for a particular occupational category.

Code 999 is not applicable to residence tables.

7. In the Census 2000 Industry Categories for the Special EEO File section, an additional column for the Census 2000 EEO File Industry Code has been added and the last sentence in the introductory paragraph was modified accordingly.

Revised Version 11/15/2002:

This list provides for each industry category the two-digit Census 2000 Special EEO File Industry Code, the three-digit census code and the equivalent NAICS sector or subsector code.

Previous Version 08/23/2002:

This list provides for each industry category both the three-digit census code and the equivalent NAICS sector or subsector code.

8. In the EEOC's Guidance on Creating Combined Format Racial/Ethnic Categories from the Special EEO File section, "White" was inadvertently omitted from the second part of the sentence.

Revised Version 11/15/2002:

For Hawaii, the Native Hawaiian and Other Pacific Islander category is created by combining (4) Native Hawaiian or Other Pacific Islander not Hispanic or Latino and (10) Native Hawaiian or Other Pacific Islander and White not Hispanic or Latino, from the specifications for Race and Ethnicity for Hawaii.

Previous Version 08/23/2002:

For Hawaii, the Native Hawaiian and Other Pacific Islander category is created by combining (4) Native Hawaiian or Other Pacific Islander not Hispanic or Latino and (10) Native Hawaiian or Other Pacific Islander and not Hispanic or Latino, from the specifications for Race and Ethnicity for Hawaii.

Second Update

1. In the Specifications for Variables and Values on the Census 2000 Special EEO File section, as the 88 industry groups have been finalized, the section was updated.

Revised Version 10/09/2002:

The Consortium has specified that the following list of essential variables and values be created for the Special EEO File. As the aggregation of industry groupings are dependent on Census confidentiality restrictions, the codes for industry groups were not part of the Consortium's specifications. The details for the industries to be contained in the industry groups are available in the crosswalk for the Census 2000 Industry Categories for the Special EEO File.

Previous Version 8/23/2002:

The Consortium has specified that the following list of essential variables and values be created for the Special EEO File. As the aggregation of industry groupings are dependent on Census confidentiality restrictions, the codes for industry groups were not part of the Consortium's specifications. The details for the industries to be contained in the industry groups will be added to this description of the Special EEO File as soon as they have been finalized by the Bureau and the Consortium.

2. To be consistent with other federal guidance and publications, under the section Specifications for Variables and Values on the Census 2000 Special EEO File, the order in which races were listed in two of the categories for Hawaii has been changed by placing the minority race first. This change is also reflected in other sections of this document.

Revised Version 10/09/02:

...
10. Native Hawaiian or Other Pacific Islander and White not Hispanic or Latino

...
12. Asian and Native Hawaiian or Other Pacific Islander and White not Hispanic or Latino...

Previous Version 8/23/02:

...
10. White and Native Hawaiian or Other Pacific Islander not Hispanic or Latino

...
12. White and Asian and Native Hawaiian or Other Pacific Islander not Hispanic or Latino...

3. Based on a recommendation from the Bureau of Census, the Federal Consortium had modified the term "workplace" to "worksite".

4. In the section Introduction to Tables for the Census 2000 Special EEO File, the 100,000 reference was explicitly related to counties and places. Also, Table IV was divided into Table IV A and Table IV B. Table IV A contains 6 educational levels for US totals and Table IV B has 5 levels for counties and places 100,000 or more. The single graduate and professional degree category for counties and places has been subdivided into a master's degree category and a doctoral and professional degree category for the US totals.

Revised Version 10/09/02:

  1. A. Occupation (471) by Worksite Geography (for US totals), Sex (2), Race/Ethnicity (12), and Educational Attainment (6)
