The Census 2000 Special EEO File will consist of 24 separate datasets or files; however, for the initial release of this Special EEO File, only 18 of the 24 datasets will be available. The remaining 6 datasets contain aggregations of the 471/472 detailed occupations into EEO Occupational Groups and EEO-1 Job Categories and will be released at a later date. Specifically, datasets 3, 10 and 16, which contain aggregations for the EEO Occupational Groups, and datasets 4, 11 and 17, which contain aggregations for the EEO-1 Job Categories, will not be available for the initial release of the Special EEO File.

The six datasets containing aggregations of the 471/472 detailed occupations into the EEO Occupational Groups and the EEO-1 Job Categories that were not available for the initial release of the Census 2000 Special EEO File were added to the final version.
Also, in the final version of the Census 2000 Special EEO File, the following changes were made to the initial version:

Information on the Census 2000 Special EEO File

Q: Will the 2000 Special EEO File be available from the Bureau of Census on CD-ROM, as was the 1990 EEO File?
A: The Bureau of Census will not produce a product similar to what was made available from the 1990 Census, because the 2000 Special EEO File is not a standard Census product. However, the Federal Consortium agencies and the Census Bureau have created a web-based EEO Data Tool at http://www.census.gov/eeo2000 for obtaining some of the information contained in the Special EEO File. Also, the datasets that were created for the Consortium agencies will be made available to those who request it from the Census Bureaus Housing and Household Economics Statistics Division for a fee and on the EEOC website at Availability of the Census 2000 Special EEO File Datasets and Related Information.

A: The Bureau of Census will not produce a product similar to what was made available from the 1990 Census, because the 2000 Special EEO File is not a standard Census product. In the Census 2000 Special EEO File Crosswalk from Census Codes and 2000 SOC Codes to the EEO Occupational Groups and the Proposed EEO-1 Job Categories section, the following changes were made to the crosswalk from Census Codes to the EEO groups and categories.
On the table for the Census 2000 Special EEO File Crosswalk from Census Codes, Census Code 421 should be cross-classified to the EEO-1 Job Category (9) as a 9 and EEO Occupation Group (14) as a 14. The previous EEO File Crosswalk had this Census Code incorrectly cross-classified to 6 and 9, respectively.
In the EEO File Crosswalk table, Census Code 900 should be cross-classified to EEO-1 Job Category (9) as an 8 and EEO Occupational Group (14) as a 13. The previous EEO File Crosswalk had this Census Code incorrectly cross-classified to 7 and 11, respectively.

The Census 2000 Special EEO File contains tables for the United States, each of the 50 states and the District of Columbia, most Metropolitan Statistical Areas, counties, county sets, and places. Depending on the amount of detail within a table, information for counties, county sets, and places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more. Counties with a population of less than 50,000 were combined with other contiguous counties within a state to create county sets with a population of 50,000 or more.
For the Residence Datasets on the Census 2000 Special EEO File, data for individual counties of 50,000 or more is provided wherever possible. For counties of less than 50,000 in the Residence Datasets, the data from these counties were merged with other counties to meet a 50,000 or more threshold. The guidelines used to create and name these county sets are found in the section on Guidelines for Creating and Naming Aggregated County Areas for Counties Containing fewer than 50,000 Persons for Residence Datasets for the Census 2000 Special EEO File.
The County Set Areas, which include single counties and county sets of 50,000 or more, can be found in the section on County Set Areas for Residence Datasets for the Census 2000 Special EEO File. Thse files are also available as Excel and Quattro Pro spreadsheets.

The complete Census 2000 Industry Classification System consists of 265 detailed categories, including seven Armed Forces categories. Because of concerns that the cross-classification of small industries with multiple occupations might lead to the disclosure of information about individual respondents in the census, the Census Bureau decided to publish data for individual industries in the 1997 North American Industry Classification System (NAICS) that were aggregated to the three-digit subsector level. In some instances the industries were aggregated either to the 1997 NAICS two-digit sector level or combined with more than one subsector. Also, there are two categories where the industry aggregates across subsectors. As a result 88 industry categories are shown for the Census 2000 Special EEO File. This list provides for each industry category the two-digit Census 2000 Special EEO File Industry Code, the three-digit census code and the equivalent 1997 NAICS sector or subsector code. The Census 2000 Special EEO File was cross-classified to the 1997 NAICS that was in place for Census 2000 and will not be re-classified to reflect the anticipated changes to NAICS over the next decade.

Depending on the amount of detail within a table, information for counties and or places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more.
For geographic areas that were not sufficiently large to meet confidentiality requirements, EEO Areas had been constructed for the Special EEO File. After the EEO Areas had been developed, it was determined that they created a confidentiality disclosure problem. Thus, the geographic areas for the Special EEO File are being redefined.

Q: Is any Census 2000 data available by race, ethnicity and occupation?
A: As Census 2000 Summary File 4 (SF-4) data becomes available by state, race and ethnic data will be available for the following occupational categories:
To access this data, begin by logging on to the Census' American FactFinder main page (http://factfinder.census.gov/servlet/BasicFactsServlet) and then select the 2000 Summary File 4. Next, choose the Quick Tables option to the right of the Census 2000 Summary File 4 (SF 4) - Sample Data selection. Then, after selecting the state of interest, go to the next page and select DP-3. Profile of Selected Economic Characteristics: 2000. Finally, on the Quick Table tab labeled "Change Selections," choose "Race or Ethnic Groups" and proceed.
In the Overview of Geographic Areas, including Geographic Areas constructed for the Census 2000 Special EEO File, there has been a major revision.

Depending on the amount of detail within a table, information for counties and or places will only be provided for those with 50,000 or more and, in other instances, those with 100,000 or more.
For geographic areas that were not sufficiently large to meet confidentiality requirements, EEO Areas had been constructed for the Special EEO File. After the EEO Areas had been developed, it was determined that they created a confidentiality disclosure problem. Thus, the geographic areas for the Special EEO File are being redefined.

The Guidelines for Aggregating Counties and Places Containing fewer than 50,000 Persons, the Guidelines for Naming Geographic Areas Created for Counties and Places Containing fewer than 50,000 Persons, and the Table of EEO Area Codes, which contains the EEO Area Name, EEO Area Description, FIPS State Code, FIPS County Code, FIPS Place Code and Census 2000 Population Count, are now available. The Table of EEO Area Codes is also available in Excel or Quattro Pro format.
1. All references to "EEO-4 Job Categories (8)" for the Census 2000 Special EEO File have been replaced with "State and Local Government Job Categories (8)."

In Colorado, 08EEO030 - "San Juan" had been misspelled in the EEO Area Description.
In Louisiana, 22EEO023 - "Vermillion" should be spelled "Vermilion" and 22EEO004 - "Claibourne" should be spelled "Claiborne" in the EEO Area Description.
For Massachusetts, 25EEO034 - "Pylmouth" should be spelled "Plymouth."
For Michigan, an "EEO Area Code" header has been added to the
downloadable datasets; the total population for Michigan had been
9,938,244 but should be 9,938,444; and 26EEO050 - "Bal of Oakland"
had been 619,354 but should be 619,554.
For Nebraska, 31EEO001 - "Northeastern NE" was changed to "Northwestern NE."
In North Carolina, 37EEO067 - "Duplin-Gates-Pender" was changed to "Duplin-Pender;" 37EEO068 - "Bertie-Chowan-Hertford-Perquimans" was changed to "Gates and surrounding cos;" and Gates County was removed from 37EEO067 and placed under 37EEO068 or "Gates and surrounding cos."
In Texas, "Stonewall County" was moved from 48EEO011 to 48EEO009.
In Wisconsin, for EEO Area Code 55EEO008, the duplicated "Rusk-Bal of Chippewa" name was deleted.

Census 2000 Special EEO File
A Consortium of four Federal agencies consisting of the Equal Employment Opportunity Commission (EEOC), Department of Justice (DOJ), Department of Labor (DOL) and Office of Personnel Management (OPM) has entered into a reimbursable agreement with the Census Bureau to create a special tabulation, the Census 2000 Special EEO File, according to specifications developed by the Consortium. Minor modifications to these specifications may have to be made based on needs of either the Federal Consortium or the Census Bureau, such as the Bureau's requirements for maintaining respondent confidentiality under Title 13 United States Code Section 9(a). A brief summary of the specifications and plans for this Special EEO File can be found in the following section entitled Specifications and Plans for the Census 2000 Special EEO File.
Formal Announcement of the Census 2000 Special EEO File
The Federal Consortium and the U.S. Bureau of the Census intend to formally present information on the Census 2000 Special EEO File during an open forum to be held in the Fall of 2002. To indicate interest in being notified of the exact place and time for this presentation, please send e-mail to Census2000SpecialFile@eeoc.gov that contains information as to how and where a notice should be sent. Also, questions about the Census 2000 Special EEO File should be submitted to the same e-mail address, so that the questions can be compiled and generally addressed at the formal presentation. This e-mail address will not be available after the presentation of the File.

3. Based on a recommendation from the Bureau of Census, the Federal Consortium had modified the term "workplace" to "worksite".
4. In the section Introduction to Tables for the Census 2000 Special EEO File, the 100,000 reference was explicitly related to counties and places. Also, Table IV was divided into Table IV A and Table IV B. Table IV A contains 6 educational levels for US totals and Table IV B has 5 levels for counties and places 100,000 or more.
