Gold Standard Certificate

GSA and the Interagency Committee for Aviation Policy (ICAP) are responsible for the Federal Aviation Gold Standard Program.  This program is a voluntary, self-certification program whereby the ICAP and GSA will recognize those agencies that have made the commitment to aviation safety.  Recognition in the form of a certificate will be awarded to those agencies (bureaus/offices/services) who verify that they adhere to the Federal Management Regulations Part 102-33 (FMR) pertaining to the management of government aircraft.

Each agency is encouraged to apply for the Gold Standard Certificate.  Please review the requirements listed in the Gold Standard Program documentation and encourage your agency's bureau/office/service to apply.  Once they have verified that they adhere to the FMR, have an operations and maintenance manual (or its equivalent), a training program, a safety program, a survey program, and a safety data collection program they can submit the application to GSA for review.  Upon approval the Gold Standard Certificate will be awarded.

This voluntary program allows the federal agencies to verify that they meet or exceed the safety guidelines outlined in the FMR and the Federal Aviation Regulations that pertain to your various operations.  If you have any questions you may contact Mike Miles at (202) 219-1356 or Michael.miles@gsa.com to discuss the Gold Standard.

We thank you very much for your participation in this important safety program and we look forward to your agency's application.

Remember, an agency must hold the Gold Standard to be eligible for GSA's Federal Aviation Awards.
