USAID's Consolidated Reporting System

Since 2001, President George W. Bush has announced several international development initiatives that are implemented, in whole or in part, by USAID. USAID created a consolidated reporting system-formerly the Online Presidential Initiative Network (OPIN)-to track progress on these initiatives. The system began collecting data in 2003, and has released annual reports on the Status of Presidential Initiatives for FY 2003 and FY 2004.

System Design

USAID's consolidated reporting system is managed by the Agency's Policy and Program Coordination (PPC) Bureau. PPC works with Washington-based staff, who consolidate quantitative and qualitative data collected by USAID field staff, to provide status information based on established common indicators. Based on this information, PPC prepares reports to the Administrator and senior Bush Administration officials.

PPC also provides content for this website, which provides general information on presidential initiatives, including the measurement tools and year-end status reports.

Reporting

Each year, PPC produces two reports that provide senior-level decision makers with succinct, relevant, up-to-date information to support decisions related to international development activities.

The mid-year report is a USAID internal document that provides initiative staff the opportunity to review progress and constraints in relation to end-of-year targets.

The second report, compiled at the end of the fiscal year, presents a summary of each initiative's progress during the previous fiscal year, as well as throughout the life of the initiative to-date. The year-end report highlights results, successes, and lessons learned. The 2003 and 2004 final Status Reports on Presidential Initiatives are available on this website.
