Thank you for allowing the General Services Administration (GSA) the opportunity to comment on S. 1438, proposed legislation establishing the National Law Enforcement Museum on Federal land in the District of Columbia.

Although GSA is unable to send a representative to this hearing, we see an important issue, which merits our statement. GSA applauds the efforts expended thus far toward the establishment of a National Law Enforcement Museum honoring the service and sacrifice of our nation's law enforcement officers. The presence of such a museum in the immediate vicinity of the Law Enforcement Officers Memorial, one of the more striking and moving memorial structures in the District of Columbia, will add an important physical and informational backdrop to the Memorial's presence.

While GSA supports the establishment of a National Law Enforcement Museum, we do not support the language that GSA perform the interior maintenance of the museum. GSA is not authorized to provide nor do we support Federal maintenance and operation of privately managed educational or museum facilities. We suggest that Section 4(d) on interior maintenance by GSA be deleted.
