Annual Performance Plan  
The FY 2005 Annual Performance Plan provides the American public and other stakeholders with information to evaluate the performance targets of the United States Postal Service®, based on the requirements of the Government Performance and Results Act (GPRA) of 1993. The FY 2005 Plan presents the five major management challenges of the Postal Service™: Develop People, Improve Service, Manage Costs, Generate Revenue, and Pursue Reform. The Plan also outlines the Strategic Goals, Strategic Objectives, Performance Measures, and Performance Targets of the Postal Service, and links them to the Postal Service’s Transformation programs as highlighted in the USPS® 2002 Transformation Plan. The FY 2005 Annual Performance Plan is part of a set of related documents that describe postal strategies, programs, financial condition, and performance results: the Five-Year Strategic Plan, the Comprehensive Statement on Postal Operations, the Annual Performance Report, the Annual Report, and the Integrated Financial Plan. Since 2006 the Annual Performance Report and the Annual Performance Plan have been included in the Comprehensive Statement on Postal Operations.

The FY 2004 Annual Performance Plan is incorporated into the FY 2004-2008 Five-Year Strategic Plan.
