Financial Management and Performance Measurement
The Office of Financial Management and Performance Measurement is responsible for developing, coordinating, and implementing all financial and performance matters relating to the Office of Innovation and Improvement, such as budget formulation, budget execution, contracting, audit coordination, and measurement related to program effectiveness.
In carrying out its responsibilities, the Office
- Formulates and executes the administrative budget and coordinates preparation of the program budget
- Coordinates audits and audit activities
- Coordinates functions related to small purchse procurements, facilities, equipment, and asset management
- Oversees the commitment and obligation of grant awards and contracts
- Coordinates preparation and reporting related to the Strategic Plan
- Oversees re-engineering of business processes and competititive sourcing activities

Office of Non-Public Education
The Office of Non-Public Education is responsible for ensuring maximum participation of private students and teachers in all federal education programs for which they are eligible. The Office reviews Department policy concerning education services to private school students and teachers, reviews Department programs and procedures to make certain that services required by law are provided, and recommends possible changes in laws, regulations, or policies that would increase the availability of these services. The Office
- Designs formal processes for cooperation, coordination, and review of program operations to assure maximum participation by private school students
- Identifies data needs that describe the extent of private school student and teacher participation in federal programs and its relationship to Department programs and policies
- Develops guidelines and specific procedures to assure uniform application and consistent administration of statutory bypass activities, and reviews all contracts for bypass services to private school students

Parental Options and Information
The Office of Parental Options and Information oversees activities that support alternatives in education including charter schools, magnet schools, and public school choice. It also supports community organizations that inform parents of their options. The Office is responsible for

- High-Quality Supplemental Educational Services and After-School Partnerships Demonstration

Fund for the Improvement of Education-Programs of National Significance
The Fund for the Improvement of Education Office administers the FIE program. FIE supports discretionary grants to nationally significant programs and projects to improve the quality of education and assist all students to meet challenging academic standards.

Improvement Programs
The Office of Improvement Programs oversees activities that support and test innovations throughout the K-12 system, including high school reform, the arts, and reading. This Office practices "venture philanthropy" by supporting and evaluating promising innovations in education. The Office is responsible for the following discretionary programs:
- Arts in Education
- Model Development and Dissemination Grants Program-Arts in Education
- Professional Development for Arts Educators-Arts in Education
- Close-Up Foundation
- Excellence in Economic Education
- Educational, Cultural, Apprenticeship, and Exchange Programs for Alaska Natives, Native Hawaiians, and Their Historical Whaling and Trading Partners in Massachusetts
- Reading is Fundamental-Inexpensive Book Distribution Program
- Women's Educational Equity

Teacher Quality Programs
Teacher and Principal Quality Programs oversees activities that support and test innovations in the area of teacher and principal recruitment preparation, and professional development. It has lead responsibility for the following discretionary programs:

- National Writing Project
- School Leadership Program
- Teaching Ambassador Fellowship
- Teaching American History
