The ADS is USAID's directives management program. Agency policy
directives, required procedures, and helpful, optional material
are drafted, cleared, and issued through the ADS. Agency employees
must adhere to these policy directives and required procedures.
This section contains letters submitted to Congress on USAID’s
competitive sourcing in 2004.
This Plan focuses on achieving USAID’s goal to “advance freedom for the benefit of the American people and the international community by helping to build and sustain a more democratic, secure, and prosperous world composed of well-governed states that respond to the needs of their people, reduce widespread poverty, and act responsibly within the international system.”
