Regulatory and Advocacy Office

The Regulatory Study & Advocacy Office is responsible for understanding, influencing, adapting, and advocating laws and regulations for PBS/GSA customers, stakeholders and enterprise positioning.  Identifies legal, regulatory, codes, directives, and other constraints on GSA’s ability to develop and present business solutions to its customers and tenant agencies.

Advocate
The Regulatory Study & Advocacy Office advocates for changes in external policies and practices that enhance PBS's ability to deliver exceptional space and services to its customers. The division works with PBS and GSA offices in developing new or revising existing regulations and guidance, and assist in the approval of these changes. The division helps associates prepare for briefings with OMB and Congress. Acting as the liaison to GSA Congressional Affairs Office, the division coordinates PBS responses to requests from Congress and OMB. The division alerts offices about pending and final legislation affecting their areas.

Inform
The Regulatory Study & Advocacy Office is the information clearinghouse with respect to PBS authorities and requirements for associates, customers and other government agencies. The division clarifies authorities and requirements where they are unclear, particularly when they affect the development of a new offering or business process. The division also analyzes the impact of new legislation on PBS. The division provides training on PBS authorities and requirements to GSA and PBS offices.

The Regulatory Study & Advocacy Office provides the following services to its customers:

  • Provide the status or impact of a bill.
  • Assist you on policy issues or locating key personnel.
  • Help you with a response to a congressional request or inquiry.
  • Deliver training on our authorities, including statutes, regulations and guidance.
  • Revise or develop guidance or regulations.
  • Advocate for new or revised legislation or regulations.
  • Help prepare for congressional and Office of Management and Budget briefings.
